Summary
You will serve as a GENERAL ENGINEER, INSTALLATION ENERGY MANAGER in the PUBLIC WORKS DIVISION of NAVFAC SOUTHWEST.
Responsibilities
You will assess technical projects (e.g., system requirements, resources, cost, customer needs) to develop a complex project plan.
You will determine resources, facilities, and support activities required to accomplish program objectives.
You will establish Facilities Engineering policies, procedures, mission objectives, and organizational design for the program office.

This is a bargaining unit position.
You will be required to obtain and maintain a current valid United States driver?s license.
You will be required to obtain registration as a Certified Energy Manager (CEM) within 24 months of appointment.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level 2. Certification is required within 24 months of appointment.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
You will also be the Installation Energy Management of NAF El Centro, you will be required to travel to NAF El Centro to perform field/investigation work, site visits, meetings, or other duties as required.
You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
Qualifications
In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implements energy mandates, programs, policies, and directives through development of energy and water plans; 2) Provides oversight, technical support, and solutions to energy conservation on complex energy and water projects; 3) Conducts audits, feasibility studies and energy surveys to ensure that metrics effectively meet program goals; 4) Ensures that energy and water programs are in compliance with established mandates.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Physical demands:
Primary work is sedentary with normal physical demands. On occasion, incumbent may be required to perform field investigation/work at various facilities where some climbing, stooping, bending, and other actions may require physical exertion, manual dexterity, and body agility. The incumbent must be able to operate a government vehicle.
Work environment:
Work is usually performed in an office setting with occasional visits to project sites that may involve construction. The work involves moderate risks or discomforts that require special safety precautions while in operational or construction work areas.
