Restricted to permanent employees of the Department of Health Services who have successfully completed their initial probationary period.
VERIFICATION OF EXPERIENCE LETTERS / OUT-OF-CLASS EXPERIENCE ARE ACCEPTED FOR THIS EXAMINATION.
Experience claimed will be verified and evaluated to determine if the type, level or length of experience is qualifying. Applicants must supply sufficient information for this evaluation to be made. Applicants claiming such experience in County service must present, at time of filing, written proof of this experience in a Verification of Experience Letter approved by their Departmental Human Resources Manager or authorized representative.
Credit will only be given for out-of-class experience to meet the selection requirements ONLY.
NO WITHHOLDS ARE ALLOWED FOR THIS EXAMINATION.
Current employee in the unclassified service who meet the following criteria also qualify to participate in this exam:
Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.
Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service at the time of filing or by the last day of filing.
DEFINITION:
Under general direction, directs the nursing services of Department of Health Services - Correctional Health which provides inmate patient services.
CLASSIFICATION STANDARDS:
Positions allocable to this class direct the nursing services of Correctional Health. Chief Nursing Officers manage the clinical and administrative nursing services of a large correctional institution and are responsible (on a 24-hour basis) for planning organizing, staffing, budgeting, directing and controlling all of the nursing services and actively participate as a member of the executive team. These positions also are responsible for coordinating nursing services with those of the administrative and professional services of the correctional health. Chief nursing officers are accountable for formulating and implementing nursing services, practices, and levels of care and staffing which meet long and short-term objectives and provide nursing care services of uniformly acceptable quality. These positions may provide general administrative direction for in-service education programs. Chief nursing officers receive general administrative direction from the correctional health's Executive Director and may receive technical/clinical direction from the Medical Director on a collaborative basis. Such positions are expected to be highly proficient in all administrative and technical aspects of directing a nursing service. In addition, these positions require a knowledge of complex management principles and practices, governing laws, regulations and standards, and the ability to apply them in any usual or unusual situations.
Essential Job Functions
Ensures overall adherence to licensure and regulatory standards.
Participatesas a member of the executive management team.
Provides 24-hour direction of the nursing service in correctional facilities.
Confers regularly with appropriate health professionals to review current operations, recommend appropriate action, resolve specific problems, and to advise on the establishment of long- and short-term goals.
Establishes and monitors performance of overall goals, objectives, policies, and standards for the nursing service.
Administers general personnel management matters and actions, including appointment of designated department heads or other senior nursing positions.
Delegates assignments to key personnel to develop specific measurable goals for each area of nursing care.
Reviews day-to-day nursing activities and reports of nursing support activities.
Participates in strategic planning for the organization and is responsible for strategic planning in the Nursing Services of Correctional Health.
Coordinates, defends budget and manpower requests for the entire nursing service; and monitors performance against approved budget
Interprets and communicates organizational policies, procedures and priorities internally and to various agencies in the community.
Directs the provision of appropriate continuing education programs for all categories of staff.
Performs other duties as assigned.
Requirements
SELECTION REQUIREMENTS:
Three years' experience at the level of Clinical Nursing Director II* in the direction of nurses of a large hospital** or a large correctional institution***, as an area director of the nursing staff of a very large area of a hospital or a large correctional institution offering complex medical services, or an equivalent assignment****. A Master's***** degree from an accredited university in nursing or administration will be accepted for one year of the required experience in directing nurses.
LICENSE:
A current active license to practice as a Registered Nurse issued by the California Board of Registered Nursing.
PHYSICAL CLASS II - Light:
Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.
SPECIAL REQUIREMENTS INFORMATION:
*The experience at the level of Clinical Nursing Director II in the Los Angeles County is defined as
: administers multiple major programs or organizational areas with full responsibility for planning, organizing , staffing, budgeting, directing, and controlling the accomplishment of both short and long term nursing services objectives.
A large hospital is defined as: a hospital of 300 or more licensed beds.
A large correctional institution is defined as: an institution has an inmate bed capacity of 4000 inmates or more.
An equivalent assignment may include a healthcare network, or outpatient/ambulatory care centers, or comprehensive health centers offering multiple ambulatory care services.

To meet the educational substitution, applicants must attach a valid legible photocopy of Master's degree from an accredited institution in Nursing or Administration to the application at the time of filing or fax the copy of degree to us within 15 calendar days from the date of filing your application online.

EXAMINATION CONTENT
This examination will consist of two parts:
Part I
- An evaluation of training and experience based on application information, weighted 40%.
Part II
- An Appraisal of Promotabilityto evaluate management and supervision ability, problem solving ability, communication ability, interpersonal ability, and work skills, weighted 60%.
Candidates must achieve a passing score of 70% or higher on each weighted part of examinationin order to be added to the eligible register.
ELIGIBILITY INFORMATION
Applications will be processed on an as-received
basis and those receiving a passing score will be promulgated to the eligible register accordingly.
The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.
NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

SPECIAL INFORMATION
SUCCESSFUL CANDIDATES MUST COMPLETE A THOROUGH BACKGROUND INVESTIGATION, INCLUDING FINGERPRINT SEARCH.
Examples of disqualifying factors include: Any felony convictions; job-related misdemeanor convictions; certain serious traffic convictions or patterns of traffic violations(3 moving violations in one year; failure to appear; at fault accidents; suspended license; driving under the influence); substance abuse; anyone on probation.
AVAILABLE SHIFT:
Any
Appointees may be required to work any shift and at any correctional facility, including evenings, nights, weekends and holidays.
Appointees will be in direct contact with inmate patients in a jail environment to provide professional nursing care and services to inmate patients.
