Responsibilities
The position of Program Support Assistant has dual responsibilities. Provides administrative support to the Chief of Social Work Services with the primary functions as an administrative assistant and the Community Care Program Manager and its team seven community care programs: Caregiver Support Program, Contract Nursing Home, Contract Adult Day Health Care, Homemaker Homer Health Aide, Medical Foster Home and Respite Care and AmeriCorps. The incumbent takes initiative in lay aspects of Social Work Service and Community-based Programs that do not require clinical skills and abilities, i.e. program planning, management of resources, arranging transportation to and from care facilities for medical appointments, scheduling and facilitating inspections of community contract facilities, collecting and maintaining data, drafting/editing correspondences
The position is located within Social Work Service's Community Care Program working with specialized programs which provides interdisciplinary health care to veterans who are unable to live independently. The incumbent works closely with the Interdisciplinary Treatment Team, composed of Physicians, Nurses, Pharmacists, Social Workers, Dieticians, Chaplains, Psychologists, Rehabilitation Therapists, and other healthcare providers. The incumbent participates actively in the management of the office by performing routine administrative and miscellaneous clerical work. Based on a working knowledge of the Social Work and Community Care programs office, the incumbent resolves problems associated with the administrative and clerical work of the office.

A valid driver's license is required for this position.

Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
* Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade, GS-06, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experiences performing a wide variety of interrelated or nonstandard procedural administrative assignments and resolving a wide range of problems; Candidates should have a knowledge of contract work, Community Care programs; strong communication skills, ability to write or edit primarily contract documents, policies and correspondence, ability to communicate with a variety of people both orally and in writing. Candidates should be skilled in computer programs, have knowledge of fiscal control points, knowledge of medical terminology; using various office management practices and procedures to perform records keeping, filing, time keeping, office equipment operations and correspondence control; prepared reports, maintained files, receive and distribute information, receiving mails.
There is no educational substitution for the GS-07 level.
You will be rated on the following Competencies for this position:
1. Knowledge of Community Care Programs and patient eligibility.
2. Knowledge of Policies, regulations, and philosophy, to assure all action are in conformance with all statutory and regulatory requirements
3. Knowledge and ability to apply patient privacy regulations and release of information procedures.
4. Ability to plan effectively, set priorities, coordinate activities, have a high degree of skill in oral and written communications with a variety of people from different backgrounds and levels of understanding.
5. Ability to operate personal computers with required applications (e.g. Word, Excel, Outlook, VistA, CPRS, etc) as well as other office equipment.
6. Knowledge of medical terminology and usages, spelling, grammar, and composition, and ability to determine and follow required formats for memos and reports.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note
: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
