This position is located at the Madison VA Hospital and is responsible for managing service assignments by rendering complex recruitment & staffing services for the purpose of filling General Schedule Title 5, Federal Wage System, Title 38 and Hybrid/Title 38 positions throughout the facility. Must be able to assist as needed in a Human Resources Generalist capacity in areas relating to Employee/Labor Relations, Benefits and other programs as designated by the Human Resources Officer. The complex, multi-mission organizations serviced are diverse in nature, constantly changing and combine professional, scientific, administrative and technical fields of work with complex position and organizational structures.
DUTIES INCLUDE but are not limited to:
- Serve as an HR Consultant to service line managers to meet their recruiting needs for both competitive and excepted service appointments involving General Schedule, Federal Wage System, Title 38 Hybrids and pure Title 38 employment and pay systems.
- Discuss various options on recruitment types (internal, status, public, etc.) and other non-competitive appointments (VRA, Schedule A, etc.) with managers and supervisors.
- Coordinate advertising and marketing events as recruitment tools to attract a wide variety of quality applicants; hosts and/or participates in career/job fairs; places advertisements in local media outlets and professional journals, etc.
- Develop and maintain relationships with local educational institutions to provide access to quality applicants and develop local agreements with institutions for various program requirements.
- Responsible for consulting, coordinating, facilitating and performing recruitment, outreach and education functions for the facility-placing special emphasis on programs such as affirmative actions, handicapped, veteran's employment, etc.
- Advise and assist veterans on job search and application processes; acts as the subject matter expert on Veterans' Hiring Authorities and Veterans' Preference.
- Assist with performing job analysis for positions for all Title 5 positions.
-Arrange for and participate in rating panels as well as meetings to assist in resolving complaints concerning competitive promotion procedures.
- Assist as needed in areas relating to Employee Relations, Labor Relations, Benefits and other programs as designated by the HRO.
-Works with public and private organizations as well as applicants with disabilities in obtaining information about current job opportunities, types of jobs in the agency and how to apply through on-line procedures.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Must have successfully completed a 1 full year of graduate level education or Superior Academic Achievement in a field related to this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)
COMBINING EDUCATION AND EXPERIENCE: Must possess a combination of specialized experience and education as described above. (TRANSCRIPTS REQUIRED)
EXPERIENCE: Must have at least one year of specialized experience equivalent to GS-7 grade level which provided the knowledge, skills, and abilities to successful perform the duties of a Human Resources Specialist. Specialized experience includes: Working with federal personnel regulations and laws as it applies to recruitment and placement of qualified candidates. Having an understanding of various methods of recruitment and of determining when candidates are eligible for different hiring authorities. Effectively communicating with all levels of management to determine the best recruitment approach. Working with and understanding and interpreting laws and regulations that govern federal personnel actions. Working knowledge of special emphasis programs such as peoples with disability. Physical Requirements: No physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites.
Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
