Responsibilities

The Supervisory Transportation Assistant provides support for the Veteran Transportation Program and reports directly to the Mobility Manager. This position is a Supervisory Transportation Assistant for the VA Portland Health Care System (VAPORHCS) VTP and will be the general Supervisor of the Veterans Transportation Service (VTS), Motor Vehicle Operators and Transportation Assistants. VTS is responsible for providing transportation support to the 100K Veteran enrollees within the VAPORHCS 27 county catchment area in the Southwest Washington and Northwest Oregon. This is a national program initiated by the Chief Business Office (CBO) of the Veterans Health Administration. The position is located in the Business Office/VTP unit at the Portland, Oregon campus. The Supervisory Transportation Assistant will be responsible for the overall daily operation and long-term management of the service and for assuring the service supports the demands of a quality health care environment.

The Supervisory, Transportation Assistant collaborates with the VTS Mobility Manager for transportation forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation, and ongoing operations flow of the VTS program. The coordination of transportation functions is multi-faceted and diverse. The four major areas of responsibility are: 1. program management; 2. supervision; 3. administration of community development; 4. development and direction of facility transportation. The supervisor must have knowledge of clinical services, related software and programs as they relate to clinical computing and office automation.

The Supervisory, Transportation Assistant will be the first line of contact with the VTS Transportation Assistants and Motor Vehicle Operators. The supervisor will provide training in the performance of all routine and special assignments in the position. Work will be reviewed, both by spot check, after completion to evaluate, and daily observation: monitoring/assessment/resolution of operational and coordination problems, ability to manage difficult situations, ability to negotiate, interpersonal relations, special mode transportation contract monitoring and oversight, monitoring of VTS vehicle use, maintenance as well as training of staff and volunteers.

Time-in-Grade Restriction - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Grade Determinations GS 8 Level: Must have at least one year specialized experience to the GS-7 grade level in Federal Service

Specialized Experience: that is directly related to this position includes but is not limited to: Analyze, develop, plan and advise on policies and programs; supervision of staff (provide guidance and personnel management); communicates with internal/external customer; Independently manage the dispatch services; ability to gather/interpret data and prepare statistical reports

References: You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

1. Ability independently plan, direct and manage a program.

2. Ability to apply transportation policy and agency regulations for passenger movement and vehicle operations.

3. Skilled in effective communication to resolve customer concerns in regards to the Transportation program.

4. Ability to source transportation alternatives to meet patient transportation needs.
