Summary

Division of Forestry and Wildland Fire, Helitack

This position has been identified as one of the key fire management positions under the Interagency Fire Program Management (IFPM) Standard. This position has been categorized as a Fire Helicopter Senior Firefighter, and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position. Responsibilities

Wildland fire related duties involve fire prevention, patrol, detection or prescribed burning. Serves as a Senior Wildland Firefigther on a handcrew or prescribed fire crew.

Performs as a qualified chainsaw operator and chainsaw repair technician. Performs all aspects of wildland and prescribed fire operations including preparing, ignition, monitoring, holding and mop-up.

Serves as a senior wildland firefighter on a wildland fire engine.

Performs and may direct others in starting pump engine, priming pump, adjusting engine speed and pump valves, laying hose, and using appropriate nozzles and nozzle adjustment in effective use of water and additives.

Serves as senior wildland firefighter on a helitack crew.

Loads helicopter personnel and cargo considering methods, weight distribution, necessity for security total weight, etc. and completes manifest of personnel and equipment being transported to the fire or other work site.

Gathers information on weather data, topography, fuel types, and fire behavior in responding to wildland fire incidents. Responsible for operation and maintenance of specialized equipment used to respond to wildland and prescribed fire situations.

Participates in wildland fire and safety training in the techniques, practices, and methods of fire suppression. Ensures own and other's welfare in all aspect of the assignment.

Occasional travel - Travel required for work assignments and/or training and may require travel by light fixed-wing or rotor-wing aircraft.

Incumbent is required to operate a government motor vehicle, must possess a valid driver's license, and have a safe driving record within the 3 year period immediately preceding submittal of GSA Form 3607.

This position is subject to both pre-employment and random drug testing as a condition of employment. Applicants will not be appointed to the position if a verified positive drug test is received.

A medical exam will be required for newly hired personnel in permanent positions that require arduous duty in accordance with the Department of the Interior (DOI) Medical Standards Program (MSP).

Duties involve rigorous fieldwork requiring above average physical performance and carrying of items weighting over 50 lbs. Demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time.

The work is primarily performed in forest and desert environments. Personnel must adjust and cope with exposure to weather elements, dust and smoke, poor sleeping and eating conditions under unpredictable sets of circumstances.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Technical and Medical Support Positions and Individual Occupational Requirements for Forestry Technician Series, GS-0462; Interagency Fire Program Management Qualifications Standards and Guide; and BIA Blue Book Requirements).

GS-5: 1 year of specialized experience equivalent to the GS-4 grade level duties. Examples of specialized experience include but are not limited to work in forest or range fire control, prevention, or suppression work as a skilled wildland firefighter utilizing a variety of specialized wildland fire tools and equipment. -OR- successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, or (b) that included at least 24 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. No more than 6 semester hours in mathematics is creditable.

SPECIALIZED EXPERIENCE: Specialized experience is that experience which has provided the applicant with the particular knowledge, skills, and abilities necessary to successfully function in the wildland fire management position applied for. Specialized experience is obtained by meeting the NWCG qualifications below.

SELECTIVE PLACEMENT FACTORS: The applicant must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position:

Primary Core Requirement: Firefighter, Type 1 (FFT1)

BIA Blue Book Requirement: Helicopter Crewmember (HECM)

Additional Required Training: S-290, Intermediate Fire Behavior
