The North Florida/South Georgia Veterans Health System (NF/SGVHS) is recruiting for one (1) one Accountant, within Finance Service in Gainesville, FL.

Responsibilities

Maintaining an accounting system for Complexity Level 1A Hospital which includes 2 major hospitals, 3 outpatient clinics and 8 community based outpatient clinics. She/he is responsible for the installation, operation, and augmentation of an accounting section which records all financial transactions for the following major programs: Medical Care; Contract Hospitalization; Community Nursing Home; Medical Care Cost Recovery; Outreach; Construction; Education and Training; Trainees, Research, and General Post Funds and Revolving Funds. He/she assists in working with Information Resource Management Service (IRMS) to interface accounting systems software packages with current programs. He/she assists Chief Accountant in continuously monitoring the Accounting Section at the Medical Center with a constant goal of improvement.

Incumbent is responsible for the day to day accounting operations and periodically reviews/audits transactions recorded throughout the system to assure accuracy of appropriation charges and accuracy and uniformity of accounting concepts applied. Incumbent must interpret and execute, at appropriate time, all accounting manual changes, interim issues, controller letters, and other written directives affecting accounting operations. She/he is required to use sound judgment in establishing local procedures to ensure accounting principles are adhered to. He/she assists Chief Accountant in disseminating pertinent information to management concerning current problems, future programs or the financial implications revealed by accounting data trends and reports that may affect policy decisions. Ensures documents associated with returned checks, invoice processing, Public Vouchers for refund, overpayment and Bills of Collection are processed on a timely basis and proper controls are implemented.

Incumbent provides medical center management financial advice pertinent to the particular state of planning and policy in accounting matters. She/he recommends corrective action on problems such as major deviations from standards and plans and other unfavorable situations. Responsibility for removal of projects from work-in-process to be capitalized upon final completion rests with incumbent. Assists in overseeing activities concerning entry of data into the various ledgers and records, transfers of funds, disbursements, receivables and payables to ensure funds are efficiently controlled and reports accurately reflect station financial position.

Meets with operating officials to train and/or explain financial data and information derived from accounting or cost reports. Also meets independently with Service Chiefs regarding proper reporting procedures and analysis of data. This report is input monthly into the Austin Data Bank, and is used for billing, budget planning, and is most important for the Resource Allocation of this Medical Center.

Individual Occupational Requirements

Basic Requirements

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.)

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you mut have met or exceeded the IOR stated above OR,

Combination: Applicants may also combine education and experience to qualify at this level as defined above in the Individual Occupational Requirement for this Occupational Series and Grade. You must have a combination of specialized experience and education.

For the GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Budgeting, Reviews, Audits, data collection and disseminating pertinent information to management. Ability and skill in providing financial advice regarding the particular state of planning and polices in accounting matters. OR,

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
