The Southeast Louisiana Veterans Health Care System, provides quality, patient-centered health care to Veterans throughout 23 parishes in southeast Louisiana. We meet the needs of Veterans through seven community-based outpatient clinics located in Slidell, Hammond, St. John Parish, Houma, Franklin, Bogalusa and Baton Rouge, as well as a new Veterans Medical Center in New Orleans.

Our new Veterans Medical Center is a 200-bed level 1B medical center including an acute mental health unit, inpatient medicine, surgery, and intensive care units, and a community living center. We serve as a tertiary care regional referral center for Veterans across the Gulf coast from the Florida panhandle to the Louisiana/Texas state line for specialized acute care services. SLVHCS has a specialized imaging center including PET/CT, 3 CT scanners, and 2 MRI as well as 8 operating rooms and six procedure rooms. The medical center is designed to meet the full array of VA missions: health care to America's heroes, education, research, and national preparedness and assistance and serves as a cornerstone for the emerging biosciences industry in New Orleans.

SLVHCS serves as an educational medical center. As a medical center surrounded by education institutions, we have academic affiliations with Louisiana State University and Tulane University Medical School's. We also have relationships with University of New Orleans, Dillard University, Xavier University of Louisiana, Tulane University Graduate Program in Health Administration, and Loyola University to recruit and grow our staff of allied health and administrative professionals. These relationships help us to provide excellent primary, specialty and mental health services to our Veterans.

The Supervisory General Engineer is assigned to the Facilities Management Service (FMS) within the Southeast Louisiana Veterans Health Care System (SLVHCS). The function of this position is to provide supervisory oversight of the Maintenance and Operation Section of FMS. Incumbent provides administration of the development, testing, and evaluation of engineering characteristics of a highly technical and critical nature. Applies professional engineering knowledge, engineering principles, practices, and techniques to unique problems and controversial areas. Duties include, but are not limited to, the following:

Supervises functions that develop engineering proposals to meet newly identified customer requirements.

Develops or provides technical guidance concerning the development, management, and implementation of long range engineering programs which are of strategic importance to the organization.

Exercises technical and administrative supervisory controls that are in keeping with a first level supervisory position.

Provides supervisory level advice and assistance to subordinates on technical sufficiency of plans, specifications, and applications of design criteria, method, and procedures.

Reviews, evaluates, and recommends changes in project designs.

Leads efforts to maintain contact with government and non government personnel to share information to resolve problems and to develop innovative solutions to engineering projects.

Coordinates functional areas that involve complex and novel projects involving multi-disciplinary activities (Plumbing, Carpentry, AC/HVAC, Electrical).

Implements methods and procedures to improve organizational performance and identifies and provides for employee training and development.

Sets work schedules and priorities, adjusting short term priorities as needed.

Approves or rejects work products.

Addresses employee conduct or performance issues.

Interviews candidates for positions and make selection recommendations and makes recommendations for employee promotions or reassignments.

Work Schedule: Monday - Fridays, 7:30 AM - 4:00 PM, additional hours as required or as patient care needs dictate.

Special Occupational Requirement: Applicant must possess the following:

1.Bachelor's Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.


2.Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (1)Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering position or (2) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico or (3) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d)thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.The courses must be fully acceptable toward meeting the requirements of an engineering program or (4)Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:Supervisory Engineering or other closely related field.

There is no educational substitution for Specialized Experience at the GS-12 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time in Grade Requirements: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level or currently be a GS-12 or above.
