Initially, the Duty Station will be the selectee's home address (Work At Home position) until the opening of the Area Census Office (ACO)
in Bakersfield, CA. At that time the employee will be required to report to the ACO as their regular place of work. Applicants must reside in Kern County or driving distance to Bakersfield, CA to be considered for this position.
The applicant must speak fluent Spanish. The ideal candidate sought for this position would have deep ties to and in-depth knowledge of the norms and customs of the Hispanic community. Ideally they would be involved with community organizations in an effort to develop professional partnerships/connections with the Hispanic community leaders, professionals and centers of influence.
This position is located with the **MEMBERS ONLY**SIGN UP NOW***.'s Area Census Office (ACO) located in Bakersfield, CA. The Recruiting Manager is responsible for overseeing the recruitment and assessment of applicants to fill ACO positions and along with assigned regional management, strategize and plan for effective recruitment from all areas within the boundaries of the ACO. They will supervise a staff of 20-50 recruiting assistants dispersed across California. The Recruiting Manager will also supervise an office staff of three to ten employees.

This is a Time Limited Appointment, initial appointment is not to exceed (NTE) 2 years. This appointment may be extended 1 additional year at management's discretion

A trial period may be required.

This is a NON-BARGAINING unit position.

The work schedule for this position is Mixed Tour. With a Mixed Tour work schedule, an employee may be changed between full-time, part-time and intermittent work schedules to accommodate fluctuating workloads and is subject to a signed agreement.

The individual selected for this position will:
Supervise and manage a decentralized workforce in various geographic locations across the state of California.
Lead a team to ensure staffing needs are met and locally represented for all geographic locations.
Develop and maintain good working relationships with local news media, community leaders and organizations, and local government officials to promote community cooperation and generate support for recruitment efforts.
Maintain relationships with organizations that refer applicants and other employment sources.
Recruit, train, and supervise recruiting assistants, office operations supervisors and office clerks.
Develop and implement a recruiting campaign, monitor recruitment results to ensure large volumes of applicants apply within a specific geographic location.
Speak Spanish to make and answer calls that may come from the Spanish population and organizations that service the Spanish community in the Area Census Office geographical area.
Present information to audiences that predominantly speak Spanish, translate and develop targeted informational and promotional materials from Spanish to English and English to Spanish when necessary.
Travel Required
50% or less - Position requires 25% local travel and 25 % overnight travel.

Selective Factor: This is a bilingual position
. Applicants will be required to self-certify proficiency in Spanish as a condition of employment. To be considered proficient you must be able to speak, read, and write in English and Spanish.
All applicants must have the ability to converse and translate fluently from Spanish into English and from English to Spanish, and accurately reflect the intent and meaning of the original material.

Applicant must have one year of specialized experience equivalent to the next lower grade level in the Federal Service .
Examples of experience sought for these positions include experience managing, supervising, leading staff, assigning work and setting priorities. Experience managing a decentralized workforce. Experience providing outreach to various external networks such as local news media, community organizations and leaders, government officials. Experience communicating with internal management, training individuals and groups on recruiting techniques and strategies for hard to recruit locations. Experience implementing and monitoring a recruitment campaign to ensure large volumes of applicants apply within a specific geographic location.

Bachelor's degree in any area with Superior Academic Achievement OR one full year of graduate education directly related to the position.

You will be evaluated for this job based on how well you meet the qualifications above.

Skill in implementing and monitoring recruitment campaign to revenue large volumes of candidates.
Knowledge of the Spanish language to speak, read and write fluently.
