VA Connecticut Healthcare System was officially formed in 1995. We serve veterans in Connecticut and southern New England. The West Haven facility is a tertiary care facility classified as a Clinical Referral Level I Facility. It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology and a renowned research program. Comprehensive health care is provided through primary, acute, tertiary and long-term care in areas of medicine, surgery, psychiatry, physical medicine and rehabilitation, neurology, oncology, dentistry, geriatrics and extended care. Newington is an ambulatory care center that provides primary and specialty care. In addition to our main campuses, we operate six community-based primary care centers throughout the state.

Responsibilities

The incumbent serves as a Research Associate. The incumbent is directly responsible for executing the highly complex, multi phasic tasks required for the successful day-to-day conduct of the VA-funded research activities. Reviews medical records for eligibility to determine suitability for study participation.

Communicates with clinicians in the primary care setting to obtain consent for potential study participants.

Recruits subjects for study participation and completes process of informed consent.

Schedules interviews at convenience of Veterans within parameters of meeting deadlines for follow-ups.

Conducts extensive structured interviews with study subjects.

Maintains study records by completing screening databases and web-based assessment.

Generates intervention materials for participants using a web-based system.

Tracks participants through enrollment and follow-up, performing interviews, mailings, and completion of study records.

Keeps detailed and accurate notes on participant recruitment and study participation.

Troubleshoots study procedures when issues arise with recruitment, data collection, or tracking.

Communicates with data management personnel regarding coordination of study activities.

Participates in research meetings to monitor study progress.

Participates in analysis of data and preparation of abstracts and manuscripts.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2018.

Time-In-Grade Requirement

: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials

. Note:

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

BASIC EDUCATION REQUIREMENT:

A Bachelor Degree (or higher) with a major study in a an academic field related to the health sciences or allied sciences. Applicants that do not submit a college transcript are ineligible for further consideration.

AND

SELECTIVE PLACEMENT FACTOR:

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to and essential for satisfactory performance on the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration.

The Selective Placement Factor for this position is:

Knowledge of Human Research Protection regulations, the functioning of an Institutional Review Board (IRB), and the processes and procedures associated with the approval of human subject research, laboratory animal welfare and research safety and security. This knowledge and/or experience must be detailed in your resume to receive credit.

AND

Specialized Experience:

Applicants must have One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in Federal Service that has given you the knowledge, skills, and abilities required to successfully perform the duties of a Health Science Specialist GS-9. Specialized experience includes: professional training in a health science or allied scientific field; thorough knowledge of medical terminology, and reviewing medical records; communication skills, including ability to communicate with older persons and data management personnel; interpersonal skills and good judgment in working within a medical setting; organizing and analyzing data from various sources and in different formats; recruiting, enrolling, obtaining consent, scheduling interviews, conducting interviews, tracking and maintaining detailed, accurate notes on study participants. OR,

Education:

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed two (2) years of graduate-level education leading to a master's degree or equivalent that provided you the knowledge, skills, and abilities necessary to do the work of a Health Science Specialist GS-9. Education is creditable only in those instances where it is directly related to the work of the position. The number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. NOTE: You must submit a copy of your transcript with your application.

Combination:

Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate-level education (beyond the first year), as described above, which meets the total specialized experience requirements for this position and grade level. To calculate, first identify the percentage of required education you have earned(when substituting you cannot use the first 60 semester hours that you earned). Then identify the percentage of required specialized experience you possess. Add the two percentages. The total percent should equal at least 100 percent to qualify at the GS-09. The education portion must include graduate courses directly related to the work of this position. NOTE: Your experience must be documented in your resume and transcripts are required.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:

The work is sedentary. Typically, the incumbent sits comfortable to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, a laptop. Occasional travel by car may be required. No special physical demands are required to perform the work.

Receiving Service Credit or Earning Annual (Vacation) Leave

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
