The primary purpose of this position is to serve as the Specialist for the Primary Prevention of Violence (SPPV) at an Air Force installation. Provides violence-related primary prevention education and training for the total base population and for those at heightened risk for violence. Collaborates and integrates violence-related primary prevention in areas such as sexual assault, family violence, work place violence/bullying, suicide, and alcohol abuse/misuse prevention.

Responsibilities

Serves as the SPPV managing all aspects of a complex violence-related primary prevention program for the installation.

Represents violence-related primary prevention issues as a member of the Integrated Delivery System (IDS) team and other relevant local boards.

Serves as the installation liaison for local military and civilian agencies to promote timely information exchange, coordinate collaborative violence-related primary prevention efforts, and establish resource links and community partnerships.

Responsible for developing and overseeing social norm activities and communications campaign. Serves as consultant and advisor on violence-related primary prevention communications and social norm activities.

Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.

Must be able to obtain and maintain a Secret security clearance.

Given the sensitivity of the position, a criminal background check may need to be completed.

Qualifications

Basic Requirement for GS-0101-12- SPECIALIST FOR THE PRIMARY PREVENTION OF VIOLENCE: A Bachelor's degree (or higher degree) in behavioral or social science; or related disciplines appropriate to the position; OR Combination of Education/Experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR at least 4 years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Specialized Experience: One year of specialized experience for GS-0101-12 which includes; Professional knowledge of social and behavioral sciences and/or public health practices, principles, and theories to develop and implement comprehensive violence-related primary prevention programs that prevent or lessen the impact of a wide range of psychosocial and environmental problems such as alcohol consumption and lack of social support; provide training for other installation personnel on issues related to the prevention of violence; coordinate programs; and enlist the aid of base wide community organizations and off installation community organizations with the help of the family advocacy outreach manager. This definition of specialized experience is typical of work performed at the next lower GS-11 or above grade/level or equivalent in the federal service. NOTE: You must submit a copy of official transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive and professional knowledge of laws, regulations, and policies as well as behavioral, social science and/or public health practices principles and theories relating to the prevention of violence.

2. Thorough knowledge of a wide range of delivery systems relating to violence prevention and the multiple uses of such systems.

3. Skill and ability to provide professional advisory services, education and training to installation personnel and community agencies relating to primary prevention programs and activities.

4. Ability to formulate and conduct assessments and evaluations to implement primary prevention plans; and apply prevention and facilitation skills to individuals, families, and communities.

5. Ability to identify individual and community risk and protective factors in order to determine needed primary prevention activities to meet the needs of the base populace.

6. Ability to work well with others in a team approach and communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

The certification must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The certification must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Active duty members that fail to provide a valid certification of service with their initial application will be found not eligible.
