Summary
The Lead Medical Support Assistant (MSA) must demonstrate the ability to effectively plan, organize and execute a wide range of responsibilities and interactions with staff and patients within very active, busy outpatient/inpatient care areas, and is expected to be a self starter in initiating action and follow-up on problems with little prompting from the supervisor.

Responsibilities
Distributes and balances the workload among employees in accordance with established work flow or job specialization, assuring timely accomplishment of the assigned workload.
Estimates and reports on expected time of completion of work, maintains records of work accomplishments and time expended.
Provides on the job training to new employees in accordance with established procedures and practices.
Coordinates coverage for assigned clinic, provides coverage for MSAs, and approves leave for a few hours or for emergencies.
Reports to supervisor on performance, progress, and training needs of employees.
Provides guidance on the admission and discharge process, the forms necessary to initiate any service, test or procedure and patient privacy issues.
Coordinates the collection and reporting of patient data from the clinical areas which includes scheduling accuracy, Consult Tracking, Action Required, Means Test, workload, Pre-Registration, Insurance Capture, and other reports.
Schedules and coordinates appointments for patients with various clinics, ensuring all treatment requested by the physician has been scheduled and/or rescheduled.
Monitors staff to insure a variety of physicians' orders are scheduled on a timely basis and proper completion and filing of medical documentation occurs.
Develops, maintains, and monitors standards for appropriate responses to patient requests for assistance.
Handles patient complaints and patient advocacy issues for areas of purview, and investigates situations that require special action such as congressional inquiries or formal complaints and drafts an appropriate response.
Verifies patient's eligibility for treatment and refers ineligible patients to the appropriate resources for assistance.
Performs administrative support for the Supervisor to include schedule and agenda of staff meetings; completes staff meeting minutes and assures distribution to all involved staff.
Maintains Disaster Cascade for assigned areas and distributes updated lists to staff. Performs timekeeping functions for MAS personnel in assigned clinic areas. Initiates work orders.

* Experience and Education:
Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR one year above high school; OR equivalent combinations of experience and education are qualifying for entry level for which both education and experience are acceptable.
Certification:
None required.
English Language Proficiency:
Lead MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.
Preferred Experience:
Experience scheduling and coordinating appointments for patients with various clinics, ensuring all treatment requested by the physician has been scheduled, and rescheduling appointments when necessary; coordinating appointments schedules with other clinics in order to avoid conflicts; ensuring appointments are timely and in accordance with physicians' requests; monitoring pre-appointment requirements to assure readiness for patient visit/procedure (e.g., X-ray, lab work); entering appropriate information into the electronic record; managing electronic wait list to verify and validate accuracy and resolve issues; providing information via telephone and in person to the general public, members of the professional staff, patients, and other medical center personnel in response to inquiries regarding appointments; managing a tracking system for follow up care such as consults, tests, etc.; setting priorities and deadlines, adjusting the flow and sequencing of the work to meet team and patient needs; preparing reports in various formats and presenting data to various organizational levels; researching and providing guidance on policies and procedures associated with operational activities that affect the patient flow, patient care, and the revenue process; providing input in problem solving on operational issues or procedures in team meetings, performing administrative follow up actions.
Grade Determinations
: In addition to the basic requirements, applicants must meet the following grade requirements:
* Applicants must have one year of experience equivalent to the next lower grade level (GS-06), and demonstrate the required Knowledge Skills and Abilities.Demonstrated Knowledge, Skills, and Abilities:Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
Knowledge, Skills and Abilities:
1. Skill in communicating with individuals in order to obtain the desired effect, ensuring compliance with established policies and regulations.
2. Ability to provide staff development and training.
3. Ability to manage staffing requirements, manage priorities, and coordinate work in order to complete duties in an accurate and timely manner. This includes the ability to follow-up on pending issues and demonstrating an understanding of the impact of incomplete work.
4. Ability to review and monitor data to ensure all reports are complete and accurate.
Assignment
: The Lead MSA monitors and makes work assignments, provides input on performance, resolves daily workplace issues and maintains efficient workflow. Assignments at this level include, but are not limited to: assuring coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work; ensuring accurate and timely scheduling of appointments; providing guidance to staff members to include changes in policies and procedures; distributing and balancing workload; creating and maintaining employee work schedules; orienting and providing on-the-job training for new and current employees; ensuring all training requirements are met; organizing the work structure of his/her assigned areas; and acting as liaison between MSA and staff in order to resolve day to day conflicts. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
