Develops purchasing policies and procedures for the procurement of all supplies used by the Los Angeles County/USC Medical Center and serves as liaison to other County hospitals and clinics on Health Services-wide purchasing issues.
Essential Job Functions
Supervises procurement staff responsible for preparing purchasing vehicles for commodities, capital asset equipment and services for the Medical Center, and conducting comparative evaluations of vendor products, availability and pricing.
Serves as liaison to other Health Services Department medical centers, hospitals, ambulatory care centers, and clinics on department-wide procurement issues.
Provides direction during the process of sourcing and acquisition of supplies, equipment and services on the development of commodity requirements and specifications and the preparation of purchase orders or requests for formulation of agreement.
Analyzes purchasing and usage trends to ensure spending conforms to budget limits, and recommends departmental policies on purchasing actions.
Monitors performance and efficiency internally within the units of purchasing and accounts payable/invoice processing. Monitors performance and efficiency externally by monitoring service provision, service responsibilities and service expectations.
Assists in the preparation of the services and supply budget for the Medical Center and supervises the ongoing monitoring of the budget during the entire budget cycle.
Modifies purchasing policies to ensure the most efficient procurement of supplies and equipment for the Medical Center.
Ensures efficient utilization of purchasing information systems, and monitors the quality of data entered concerning purchases, receipts, and disbursements in GHX or eCAPS for each section of service.
Reviews reports of vendor performance to ensure purchasing policies are being followed.
Meets vendors to resolve problems and recommends to the Internal Services Department that vendor agreements be assessed for and/or terminated for non-compliance.
Monitors and analyzes standing purchase order encumbrances.
Three (3) years of experience making recommendations for the development and implementation of purchasing policies and procedures for a variety of commodities.
A valid California Class C Driver License or the ability to utilize an alternative form of transportation to perform the job related essential functions of the position.
Physical Class II - Light:
Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.
Knowledge of maintaining a standardization program for medical supplies and equipment.
Experience in the acquisition, inventorying and reporting of Capital Assets (equipment).
Experience utilizing Microsoft Excel.
This examination will consist of two (2) parts:
An evaluation of training and experience based upon application information and desirable qualifications, weighted 50%.
An Appraisal of Promotability which will evaluate knowledge and skills, adaptability, problem solving and analytical ability, personal and public relation, oral and written communication skills and supervision, weighted 50%.
CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON EACH WEIGHTED PART OF THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER.
Applications will be processed on an as-received basis and those receiving a passing score will be promulgated to the eligible register accordingly.
The names of candidates receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.
NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.
Appointees may be required to work any shift
including evenings, nights, weekends and holidays.
The resulting Eligible Register will be used to fill vacancies throughout the Department of Health Services as they occur.
