Responsibilities

The Vet Center Psychologist is responsible for providing professional clinical services to eligible Veterans and family members. The incumbent will be under the direct administrative supervision of the Director of the Vet Center and is expected to provide clinical services under the accepted APA guidelines for Psychologists. The work is comprised of providing clinical services consistent with accepted standards of ethical and professional mental health treatment. The incumbent also provides professional family therapy, crisis intervention, outreach and community education services as needed. The Vet Centre Psychologist major duties includes but is not limited to: Providing direct service to Vet Center clients and their families. The incumbent will establish and maintain therapeutic relationships and exercise professional judgment in the treatment of Vet Center clients and their families. The professional Psychologist will be able to function with a minimum of clinical oversight and is expected to make autonomous decisions regarding clinical issues. The incumbent will be responsible for providing all psychological services to clients presenting with complex clinical problems and family members of clients. The psychologist has fill professional responsibility for the psychological treatment of the complex clinical cases. The incumbent is responsible for the assessment and treatment of complex cases, to include Veteran's families and PTSD as it relates to family issues. The psychologist will provide clinical supervision to other clinicians on the team, as necessary, if instructed by the Vet Center Director or the District Director's Office. The incumbent provides psychodiagnotistic testing and psychological assessment to those clients in the outreach program who displays severe or unusual psychological or neuropsychological disturbances.Collaboratespm individual cases with appropriate programs and professional treatment staff at the Medical Center (e.g. Day Hospital, Inpatient Psychiatry, etc.) which evaluate and treat a substantial number of Veterans and interacts with these multidisciplinary staff and/or conducts evaluations of treatment in these programs. Participates with the Director of the Vet Center to select clients and course of group counseling. Provides Vet Center staff with in-service professional training to enhance clinical skills. Is responsible for, and provides direct supervision to, Psychology, Psy.D., and Ph.D. candidate interns assigned to the Vet Center. Is responsible for participating in the Psychology Service's regularly scheduled seminar and research meetings in order to share information with other psychologists which may be helpful in treatment of Veterans, and to bring such new information to the Vet Center staff. The incumbent will initiate research and conducts these activities both alone and in collaboration with colleagues in area which may lead to additional information useful to treatment of Veterans. Contributes to the general knowledge base about military combat related trauma and its treatment via program evaluation literature review and observational inquiry.

Work Schedule: Monday to Friday 8:00 to 4:30 pm, with some evening hours required.

Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Possess a doctoral degree in Psychology from a graduate program in Psychology accredited by the American Psychological Association (APA).

Completed a professional Psychology internship training program that has been accredited by APA. Exceptions: (1) new VHA Psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.

Possess a full, current, and unrestricted license to practice (independently) Psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

EXCEPTION - Non-licensed Psychologists may be appointed for a period not to exceed 2 years from the date of employment on the condition that they provide care only under the supervision of a licensed Psychologist. Failure to obtain licensure during that period is justification for termination of the temporary appointment.

Proficient in spoken and written English.

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates: GS-13

Experience: At least 2 years of experience as a professional psychologist, with at least one year equivalent to the GS-12 level.

Demonstrated Knowledge, Skills, and Abilities: Knowledge of, and ability to apply, advanced professional psychological theories and techniques to the full range of patient populations.

Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.

Knowledge of clinical research literature.

Specialized Experience: Must have at least one year of experience in the following: Knowledge and understanding of the effects of Post-Traumatic Stress Disorder (PTSD).

Knowledge of methods, principles and theories sufficient to intervene and stabilize combat Veterans suffering from multiple diagnoses.

Ability to conduct psycho-social assessments and implement treatment plans for combat Veterans and their families.

Ability to establish and maintain referral networks through community outreach to provide services to Veterans.

Experience in providing family counseling services to Veterans and their family.
