Summary

This is a TERM position not to exceed 2 yrs from date of appointment. The position is scheduled to end in December 2019 but could draw down sooner.

The General Engineer in this position will serve as the Chief, Program Development Section. If selected, you will provide facility project planning and programming for new construction, renovation, and improvement projects of real property facilities and infrastructure, including utility systems at Holloman AFB, NM.

The organizational location of this position is: Program Development Section, Portfolio Optimization Element, Engineering Flight, 49th Civil Engineering Squadron at Holloman AFB, NM.

Responsibilities

As the General Engineerin this position, you will:

Provide complete facility planning and programming for assigned projects by establishing facility and infrastructure requirements critical for mission accomplishment, proposing the most effective and economical means of satisfying those requirements, identifying the year in which they will be required, and acquiring both the authority and resources necessary to meet requirements.

Work with organizational managers and budget personnel to obtain and verify information used to justify and gain Congressional funding approval for proposed facility programs/projects.

Coordinate projects with other engineers in a variety of disciplines, architects, and planners as well as contracting officers, tenant organization representatives, and construction agents such as from private contracting companies, Army Corps of Engineer, and the AF Civil Engineer Center.

Exercise supervisory personnel management responsibilities.

Comply with health, safety, and environmental rules and procedures and perform work in a manner that enhances the safety of the work environment.

Qualifications

In order to qualify, you must meet one of the Basic Qualification Requirements and the Additional Qualification Requirement described below. Your resume must clearly describe your relevant experience. If qualifying based on education, your transcripts will be required.

Basic Qualification Requirements:

A. Completed a Bachelor's degree or higher in professional engineering. The curriculum must be in a school of engineering with at least one engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET). Note: You must submit your transcripts.

OR

B. Completed a Bachelor's Degree or higher in professional engineering. The curriculum must include differential and integral calculus. The curriculum must also include courses (more advanced than first-year physics and chemistry) in 5 of the 7 following areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electric fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Note: You must submit your transcripts.

OR

C. Completed 60 semester hours of courses in the physical, mathematical and engineering sciences, and in engineering that included the courses specified in B above. The courses were fully acceptable toward meeting the requirements of a professional engineering curriculum. Note: You must submit your transcripts.

OR

D. A Bachelor's degree in engineering technology or in an appropriate professional field such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND I have one year of professional engineering experience acquired under professional engineering supervision and guidance (including an established plan of intensive training to develop professional engineering competence). Note: You must submit your transcripts.

OR

E. Successfully passed the Engineer-in-Training (EIT) examination and earned one of the following: (a) a Bachelor's degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, OR (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET). Note: You must submit your transcripts.

OR

F. Currently registered as a professional Engineer. This registration is with a State, the District of Columbia, Guam, or Puerto Rico; OR this registration is in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions. Note: You mustsubmit documentation of your current registration.

Additional Qualification Requirement: You musthave at least one full year of specialized experience planning, designing, or overseeing engineering projects. This could include: (1) preparing programming documentation such as user requirements or cost estimates; (2) evaluating requests/proposals for new construction, renovation, or improvements of facilities or infrastructure; (3) managing facility operations or maintenance construction projects; (4) providing construction management and/or operations and maintenance (O&M) support; and (5) coordinating with planning/architectural professionals to ensure projects are compatible with existing land use and architecture. This experience must be comparable in scope and responsibility to the GS-11 level in the Federal service.
