Profile

The United States Postal Service is looking for highly
motivated candidates for Personnel Psychologist positions to serve
as the technical lead on developing processes, procedures, and
methods for evaluating complex learning and career development
programs. This classification is responsible for evaluating
nation-wide learning and development programs.
1. Provides technical guidance to organizational leadership
regarding effective methods, procedures, instruments, and
strategies to evaluate career development and training programs/
courses for personnel training.
2. Leads project teams by developing strategies, performance
standards, and recommending the appropriate evaluation methods for
assigned programs.
3. Analyzes and reviews existing and proposed evaluation
guidelines, methods, and procedures to ensure accuracy in
determining the effectiveness of programs and learning
courses.
4. Conducts analyses (e.g., job analysis, needs assessments,
statistical analysis) to evaluate the effectiveness of training and
development programs; uses approved evaluation and data collection
methods. Identifies deficiencies and weaknesses; develops and
presents improvement recommendations to leadership.
5. Leads cross functional meetings with stakeholders to
identify organizational training goals and strategies. Develops
strategies, plans, and goals for evaluating and improving the
effectiveness of training and development programs throughout the
agency.
6. Researches and stays current on developments in the career
development field (e.g., training, instructional methodologies,
technology enhancements) to assess programs/courses. Conducts
reviews of career development programs and training, products, and
services to evaluate effectiveness and return on investment,
including comparison to industry standards and internal
benchmarks.
7. Identifies the impact of education, training and
development on individual and organizational performance. Conducts
analyses of varying complexity related to career development,
succession planning and training effectiveness methods.
8. Supports the development of agency-wide competency models
and strategies for maintaining competencies using current industry
standards. Supports the design and development of resources (e.g.,
training materials, guidelines) for integrating competencies into
learning and development programs.
Salary
$68,378 to $99,480 per year
Job Requirements
Requirements
1. Ability to manage projects and programs to meet
organizational goals, including developing plans and timelines,
organizing work, providing technical guidance and feedback,
monitoring progress, and reporting results.
2. Knowledge of the professional and legal standards,
concepts, principles, and practices in training evaluation,
leadership assessment, organizational research, adult learning
theory and instructional design, sufficient to objectively evaluate
the effectiveness and validity of instructional programs.
3. Ability to design, develop and implement valid surveys,
research protocols, and measurement instruments to provide
quantitative and qualitative data analysis for the objective
evaluation of instructional program effectiveness.
4. Ability to effectively communicate analyses and research
findings associated with technical subject matter to a
non-technical audience through the development of briefings and
presentations which incorporate the results of data analysis and
informative graphics to convey the story and recommendations.
5. Ability to use statistics/analytics software (e.g., SPSS,
Excel, Access) to manipulate data and conduct data
analysis.
6. Ability to communicate with internal clients and management
and establish rapport sufficient to serve as an effective
consultant regarding the effectiveness of training and career
development programs.
Qualifications
The 25 grade level requires 3 years of experience evaluating
and improving organizational programs (e.g., career development,
learning) sufficient to track and analyze performance trends and
results.
Education
A graduate degree in Industrial/Organizational Psychology,
Organizational Development, or applied degree (e.g., Applied
Psychology), which included a focus on competency development
and/or program evaluation from an accredited college or university
by a national or regional accreditation organization recognized and
sanctioned by the U.S. Department of Education.
