The Administrative Officer serves as the coordinator, advisor, and planner for the delivery of health care services for Primary Care Service. Programs within Primary Care include Urgent Care,Patient Education Service, Compensation and Pension, Disability Evaluation System (DES), Home-Based Primary Care, Women's Clinics, Primary Care, Community-Based Outpatient, and Contract Clinics, and the Primary Care Module Management (PCMM) Program. Communicates with the Chief Medical Officer regarding administrative/clinical concerns pertaining to Primary Care. Serves as the assistant to the Associate Chief of Staff (ACOS) Primarcy Care Service in his role as the Chair of PACT Steering Committee, PSB, and the clinical lead for implementation of the Patient Centered Medical Home (PCMH) model within VATVCBHCS. PCMH is an ongoing initiative that supports VHA's Universal Health Care Services Plan to redesign VHA healthcare delivery through increasing access, coordination, communication, and continuity of care.

Supervises the administrative programs and staff of Primary Care Service at VATVCBHCS sites. Responsibilities involve directing the entire administrative function, which includes developing plans and programs, and assigning workload to ensure the successful function of the clinics, department and service, and programs of which some are separated from the parent facility. Provides administrative supervision expertise to facilitate interaction with all departments and disciplines within the facility, as well as between the facility's corporate managers and the ACOS, Primary Care and clinic/department/service chiefs. Serves as liaison between Ambulatory Care and other institutions regarding patient care, staffing and physician credentialing. Represents the ACOS in all administrative matters inside and outside of the VA arena.

Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. (Alternate schedules may be necessary to meet the needs of the organization.)

Develops plans of action and advises Primary Care ACOS and management on administrative requirements for a large, complex organization.

Manages the overall administrative program of Primary Care.

Actively participates in developing and implementing administrative management policies.

Provides recommendations on proposed solutions that would enhance quality patient care and resource utilization.

Assists in special studies designed to resolve critical programmatic, organizational or functional problems throughout the medical center, and in the resolution of interdepartmental problems, complaints and grievances.

Works closely with the facility's Systems Redesign Coordinator to ensure access measures in wait times, missed

opportunities, and consult management meet or exceed VA national standards.

Ensures provider's medical documentations and clinic encounters are completed with the national guidelines.

Must analyze and evaluate the efficiency and effectiveness of the multiple program operations of Ambulatory Care Service, assessing the effectiveness of services provided to the patients served.

Performs special investigations such as reports of survey, personal claims, patient abuse and disciplinary/adverse action, dissatisfied patient inquiries, Congressional and Presidential inquiries, and Director inquiries.

Must be able to comprehend and complete within the designated time periods various budget reports, MCA and Labor Mapping surveys.

Reviews all appointments, promotions, incentive awards, position descriptions, disciplinary and adverse actions etc., and contributes to the structure and optimum organization and distribution of functions within Primary Care Service.

Writes, reviews and/or edits all correspondence emanating from the service. This includes performance appraisals and award recognitions. Also performs mid-year and annual performance appraisal reviews.

Establishes and maintains service level controls for the use of sick leave, annual leave, overtime, compensatory time and authorized absence.

Oversees the management of part-time physicians' time and attendance.

Functions as the budget and finance coordinator. This includes budget formulation, justification, and execution; financial management; financial reporting, preparing and submitting annual budget requests and requests for budget increases as


Writes, manages, and monitors payments of services contracts.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: develops and manages a major administrative program, assesses and improves a program's effectiveness in a complex system. Plans, organizes and directs team studies. Negotiates effectively with management to accept and implement recommendations that involve substantial agency resources. Makes recommendations to improve the delivery of patient care. Prepares and submits budget requests. Prepares business plans and financial reports. Requires knowledge of medical terminology. Especially astute in establishing and maintaining effective communications. Possesses excellent written and verbal communication skills.
