This position is part of the Office of the Chief Human Capital Officer, Government Publishing Office in Washington , District of Columbia .

The selectee will work shift 1 Monday - Friday and a tour of duty 7:30 am - 4:00 pm.

Responsibilities

As a Human Resources Specialist, your typical work assignments may include the following:

Administers an agency-wide evaluation program to assess the current state of delivery and execution of laws, rules, regulations, and procedures pertaining to classification and staffing.

Conduct independent investigation or assessments outside of the Human Capital as requested by third party groups, i.e. Office of Personal Management, Inspector General, etc.

Isolates and defines conditions, operations, policies, and procedures associated with the specialty areas to assist all levels of management to resolve critical program problems.

Determining evaluation methodologies, metrics, means of measurement, and other devises appropriate measurement.

Audit Delegating Examining and Merit Promotion case files utilizing staffing systems to ensure case files comply with standards, regulations, laws, and GPO standard operating procedures.

Provides training and presentations to human capital staff concern new or revised regulations, initiatives, process, and/or procedures.

Identifying problems or anomalies to determine root causes resolving difficult and complex recruitment and staffing compliance concerns.

Qualifications

To qualify for the Human Resources Specialist, PG -0201-14, you must meet the following requirements:

To minimally qualify for the PG-0201-14 level, you must possess one year of specialized experience at the PG-13 or equivalent grade level or higher. Examples of qualifying specialized experience include: Developing an evaluation program to ensure compliance of all applicable human capital laws, regulations, and procedures.

Applying a comprehensive knowledge of analytical and evaluative methods determining the extent of compliance to existing human resource policies and procedures including new or modified legislation implemented by OPM affect agency programs;

Utilizing quantitative and qualitative data in order to measure human capital program effectiveness and efficiency proposing solutions or alternatives methods;

Evaluates compliance with federal and Government Publishing Office requirements for human capital, which may include requirements in one or more of the following areas: position management, classification, and recruitment and staffing.

Reviewing position management and recruitment performance improvement activities to promote compliance, reduce violations of regulations and standards, identify unsatisfactory trends and conditions, and correct factors that may contribute to non-compliance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement (01/19/2018) to be considered.

Education

Substitution of education in lieu of specialized experience may not be used for this grade level.

Work Life Balance:

The GPO offers Transit subsidy for commuters using public transportation (Metro Bus/Rail, MARC, VRE, etc.).

This position is also eligible for telework, flexible work schedule, and leave credit for private sector employment.

Background Investigation:

To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Public Trust. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.

The Agency may rescind the tentative offer, if the candidate is unable to obtain an interim clearance.
