Summary

This position is temporary, has a Not-to-Exceed date and will be filled for up to 6 months. The appointment may also end early due to lack of work or funds.

This position is located on the Chugach National Forest Service and is responsible for providing technical support to the fisheries management program.

The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.

Responsibilities

Individually, or as a crewmember or leader, conducts fisheries projects requiring adaptation of procedural guides. Measures amount and quantity of spawning areas on designated streams; samples and makes qualitative analysis of aquatic insects; determines pool/riffle rations through observation; and measures and records discharge volumes through interpolation. Uses a variety of tools, takes bottom gravel samples and analyzes for silt, size fractions, etc. Keeps records of all data and develops these into statistical reports. Drafts maps or survey areas.

Conducts complicated tests, following standard procedures. Gathers and examines data collected in a laboratory or the field and performs statistical manipulations, and accurately summaries the data. Makes procedural modifications when complications occur, and note when test results are outside the normal range of tolerance or acceptability. Assignments often contain stages and methods that vary, depending on outcome of the test. Adjusts and operates a variety of complex equipment. From field sampling of captured fish, identifies and records pertinent data.

Logs, monitors, and maintains accurate information and when required presents relevant findings to team leader or supervisor. Performs studies and keeps accurate records of results and findings from the studies. Judges the value of the information, and reports on the appearances and value of the source of the data. Prepares charts and tables to display the data, and presents study results to the supervisor for further review and analysis.

NOTE: As a field going position working in brown or black bear habitat, this position is required to be firearm certified for personal and/or crew safety. Executive Order 12564 requires employees designated to carry a firearm to be subject to random drug testing. This position will be subject to random drug testing and will be placed in the applicant testing pool.

Travel Required

Occasional travel - Position(s) may involve work away from the official duty location to remote worksites within commuting distance (49 miles) and may also require overnight travel and/or camping per work assignment. Travel may be required to access field sites and project areas in a backcountry setting.

ADDITIONAL REQUIREMENTS:

The position requires that the incumbent possess and maintain a valid state driver’s license.

DRUG TESTING: This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

Must be 18 years of age

This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996.

The ability to obtain and maintain weapons certification is a condition of employment in this position as the incumbent will be required to carry a firearm. To maintain employment in this position the incumbent must receive a negative pre-certification drug test result, pass a minimum background investigation, pass firearm classroom training, pass the shooting proficiency test and be enrolled in the random drug testing pool while employed in this position.

Qualifications

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualifications based on education. Your application or resume must clearly show that you possess the appropriate experience requirements.

GS-05: 1 year of specialized experience equivalent to the 04 level performing work related to the duties of this position. Examples include: Performed steps or portions of technical assignments in support of fisheries related field or laboratory studies; carried out routine field or laboratory assignments in support of fisheries-related projects such as making detailed records of biological sampling, collecting aquatic habitat data, or testing water quality parameters; and/or participated in fisheries projects, performing tasks such as collecting fish with a net, counting fish at a weir or fish-ladder, and trapping fry and fingerlings. -OR

Successful completion of 4-year course of study above high school leading to a bachelors degree with at least 24 semester hours in any combination of courses such biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. At least 6 semester hours of courses must have been directly related to the position to be filled such as limnology, ichthyology, oceanography, or fishery biology. -OR

A combination of experience and education in excess of the first 60 semester hours of a course of study leading to a bachelors degree which is equivalent to 1 year of work experience as defined above.

LAUTENBERG AMENDMENT: This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition {Title18, U.S.C., Section 922(g)(9)}. A “misdemeanor crime of domestic violence” is generally defined under the statute, as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim’s current or former domestic partner, parent or guardian. The term “convicted,” as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned, or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Candidates who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information proved by candidates is criminally punishable by fine or imprisonment, [Title 18, U.S.C., Section 1001].
