The Defense Logistics Agency (DLA) is a U.S. Department of Defense (DoD) agency. This is a supervisory position; candidates must have demonstrated or shown the potential to develop the necessary knowledge, skills, and abilities to accomplish the strategic goals and plans of the enterprise. As a Supervisory Procurement Analyst, you will be responsible for the following duties:

Serves as the Director, DLA Central Contracting Office, Procurement Process Support Directorate.

Reports directly to the DLA Land and Maritime Acquisition Executive, a SES position.

Provides direction and guidance through subordinate supervisors to all assigned Central Contracting Office employees including professional, technical, and support personnel engaged in managing, directing, coordinating, and controlling all aspects related to the procurement program for DLA and all assigned program responsibilities to include management of contracting processes, procedures and systems.

Ensures coordination with other integrated and supplier support teams, administrative, technical and support organizations; legal office and all other organizational elements as might be required.

Exercises supervision over all aspects of the process execution at the assigned location.

Exercises responsibility for the proper application of procurement laws, rules, regulations, decisions, and other directives and sound business judgment on all Central Contracting Office contractual actions for DLA.

Formulates organizational strategies, tactics, and budget/action plans to acquire and allocate resources to effectively/efficiently accomplish multiple project/program goals.

Coaches, mentors and motivates the work force being directed by fostering innovation and initiatives while maintaining strategic focus and resource stewardship in the workplace.

ABOUT THE POSITION: This is an Acquisition, Technology & Logistics (AT&L) Workforce Critical Acquisition Position (CAP) in the Contracting Career Field. Only candidates who meet the requirements for Acquisition Corps membership will be placed into the position unless a waiver of Corps membership is approved.

IN ADDITION: This is an AT&L Workforce Key Leadership Position (KLP). The incumbent must be certified at Level III in the applicable career field and possess 10 years of Acquisition experience in AT&L positions, at least 4 of which was performed while assigned to a CAP. The incumbent of this position will be required to sign a written agreement to remain in this key leadership position for a minimum of 3 years. AT&L position requirements will be used in the evaluation criteria.

To qualify for a Supervisory Procurement Analyst, your resume and supporting documentation must support:

A. Basic DoD 1102 Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above.

B. Contracting Officer Basic Requirement: Must possess at least 2 years of experience in a contracting position.

C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DAWIA Requirement above, to qualify for the GS-15 grade level, specialized experience must be at the GS-14 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

Serving as advisor and technical expert to the Commander/Deputy

Commander and Acquisition Executive and is the local point for

acquisition policy deployment and oversight, integrity, and compliance

matters that transcends all supply chains.

Serving as procurement analyst with unlimited signatory authority for a significant system or program.

Planning, developing, and establishing the contractual strategy for the overall procurement program.

Directing the full range of contract administration actions required for the procurement program, including the issuance of contract modifications, negotiation of changes, exercise of options, investigation and resolution of contractor delays, contractor performance appraisal, subcontractor surveillance, disposition of claims, and similar matters.
