This position is located in Human Resources Management Service at the Northport VA Medical Center - part of the New York/New Jersey VA Health Care (VISN 2) Network. Northport is located on the picturesque north shore of Long Island within one hour of the excitement of New York City, with access to major train stations and airports.

As the Chief - Recruitment/Placement, this supervisory position is responsible for all aspects of staffing, recruitment and placement of Title 5, Title 38 and Hybrid Title 38 positions at the Medical Center and Community-Based Outpatient Clinics. The incumbent supervises and leads a seasoned group of several HR Specialists and HR Assistants in the performance of their work. Manages the internal merit promotion plan; USA Staffing vacancy announcement & tracking systems; monitors station FTEE; serves as technical consultant to management, covering all aspects including appointment, pay and advancement.

Responsibilities

As the Chief - Recruitment & Placement, this supervisory position is responsible for all aspects of recruitment and placement of Title 5, Title 38 and Hybrid Title 38 positions at the Medical Center and Community Based Outpatient Clinics. The incumbent supervises a staff of Recruitment & Staffing Specialists, HR Assistants and a receptionist, performing all functions of the Staffing areas.

USA Staffing vacancy announcements & tracking systems

Monitors station FTEE

Serves as technical consultant to management, covering all aspects including appointment, pay and advancement

Administers the appointment of residents, stipend trainees, WOC and consultants/attendings

Troubleshoots and advises staff on pay related issues;

Responsible for various reporting data base pertaining to the facility's FTEE levels and recruitment matters;

Responsible for pre-employmnent screening and processing before appointment of new and current employees

Oversees the maintenance of all personnel records, establishes appropriate computer and data entry input to accurately reflect employee status

Physical Requirements: Work is sedentary. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/25/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience include: highly technical working knowledge of the areas of Human Resources Management to include: staffing and recruitment of Title 5, title 38 and Hybrid Title 38 personnel in a healthcare setting through the use of internal merit promotion procedures, the use of the USA Staffing system, services of the agency Delegated Examining Units;

thorough knowledge of federal employee benefits programs; pay administration; processing and records information systems;

interpret and apply Federal laws, regulations, principles and practices in the areas of recruitment and placement, pay administration and position management

analyze, evaluate HR programs, practices and processes in order to implement changes;

plan work to be accomplished by others, setting priorities and establishing schedules for work completion

assign work based on priorities, requirements of assignments and capabilities of others; reviewing work completed by others;

conduct audits to confirm compliance with legal and regulatory requirements; providing analysis and recommending corrective action;

evaluate performance, providing advice and counsel, recommending appointment, promotion, reassignment, effecting

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
