DEFINITION:
Provides professional services, under general supervision, to the Chief Executive Office's Federal Advocacy Office in Washington DC.
CLASSIFICATION STANDARDS:
Positions allocable to this class are restricted to the Chief Executive Office and analyze and make recommendations, under general supervision, for the solution of problems in the administration of specialized Countywide programs. The positions carry out assignments in programs such as administrative investigation, risk management, employee relations, emergency management, productivity, protocol, budget, legislation, workplace programs, and Countywide marketing. The incumbents must demonstrate a knowledge of a specialized program sufficient to perform the duties of the position, under general supervision.
Essential Job Functions
Establishes and maintains working relationships with administrative staff of the Congress, federal agencies, the National Association of Counties, and other entities which further the work of the County's Washington office.
Assists the Washington Office personnel in the implementation of County policy changes by writing memoranda and procedural instructions, facilitating training, and meetings in support of County programs.
Drafts original correspondence and emails on County administrative matters, to include Congressional requests for the Chief Legislative Representative and Departmental officials.
Reviews daily Roll Call and the Congressional Quarterly, as well as major newspapers (e.g., Los Angeles Times, The Hill, Politico, The Washington Post, and The New York Times) for political and policy articles pertaining to Washington D.C., California, or the County and forwards to the County's Washington advocates and County officials.
Assumes the lead role in logistical coordination for the Board of Supervisors' annual visit to Washington, including, but not limited to, reviewing and finalizing hotel contracts, pursuing and scheduling Congressional and Administration meetings, designing and mailing invitations, assisting with the participant rooming list, preparing individual schedules for elected officials and department heads, arranging ground transportation, meal functions, and staffing for certain events.
Responsible for logistics and coordination of DC participation in weekly and monthly federal legislative meetings with Washington advocates and CEO officials.
Arranges meetings and prepares detailed schedules for members of the Board of Supervisors and County Departmental officials as required when they are in Washington, DC; arranges meetings for the chief legislative representative and deputy as required.
Drafts tributes and recognitions for County officials, retiring Board members and departing Members of the Los Angeles County Congressional Delegation, and coordinates with Congressional staff to secure placement in the Congressional Record. In addition, drafts tributes and recognitions for White House recognition for the same individuals.
Establishes and maintains relationships with vendors, including reviewing and approving certain contract language in compliance with County of Los Angeles acquisition and contract policies; processes vendor invoices for payment with the County of Los Angeles and keeps records of expenses and payments. Maintains all office accounts, ensuring payment of invoices in a timely fashion.
Prepares staff travel requests and subsequent travel expense vouchers as well as claims for reimbursement for local transportation, i.e., taxis and parking, and Revolving Fund Reimbursements for appropriate approved meal functions. Maintains associated payment records to ensure final resolution on reimbursement.
Coordinates available White House, U.S. Capitol, and other Washington, DC special tours and provides detailed and updated information as necessary.
Prepares a variety of documents (e.g., charts, training manuals, business correspondence, and memoranda) using appropriate software programs (e.g., Microsoft Office, Tables, Excel, PowerPoint, eCAPS (timesheets), LearningNet Webinars, and CEO Portal, etc.) in order to effectively communicate information to various departmental personnel.
Directs all visitations, telephone, and email inquiries as appropriate.
Requirements
SELECTION REQUIREMENTS:
One year ofexperience in a staff capacity* analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, compensation, or personnel, at the level of County of Los Angeles class of Program Specialist I, CEO**,or Administrative Assistant II*** which includes experience working with Capitol Hill, Congressional officesor the Federal Government.
SPECIAL REQUIREMENT INFORMATION
*Staff capacity in the County of Los Angeles is defined as work includes assisting and supporting administration by doing research, analysis, and making recommendations to line managers on matters such as: utilization of personnel; allocation of funds; workload and workload fluctuations; and programs and procedures for accomplishing work objectives.
**Experience at the level of County of Los Angeles class of Program Specialist I, CEO provides professional services to operating departments regarding administration of specialized Countywide programs, under immediate supervision.
***Experience at the level of County of Los Angeles class of Administrative Assistant II is defined as, under general supervision, analyzes and makes recommendations for the solution of a variety ofmore complex problemsof organization, budget, systems and procedures, program, facilities planning, general management, and personnel that have significant consequences in terms of cost, efficiency or public service.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS:
2 - Light. Involves light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

EXAMINATION CONTENT
PART I:
A qualifying unproctored multiple choicetestthatwill assess verbal ability, achievement, confidence and optimism, independence, influence, reliability and professional potential.
Applicants must achieve a 70% on Part I in order to advance to Part II.
Applicants who do not pass the online unproctoredmultiple choicetest will be notified by US mail. Scores cannot be given over the telephone.
PART II:
A multiple choicetestthatwill assess written expression, data analysis & decision-making/mathematics, and reading comprehension.
The combined score of Part I and Part II is weighted at 100%.
THE WRITTEN TEST IS NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.
Applicants must meet the Selection Requirements and achieve a combined score of 70% or higher on Part I and Part IIin order to be placed on the eligible register.

TRANSFER OF SCORES
Applicants that have taken identical test part(s) for other exams within the last 12 months, will have their written test responses for the identical test part(s) automatically transferred to this examination.
This examination contains test parts that may be used in the future for new examinations. Your scores will be transferred to the new examination and may not be allowed to re-take any identical test parts for at least 12 months.
ELIGIBILITY INFORMATION
The names of candidates receiving a passing score in the examination will be placed on the eligible register in the order of their score group for a period ofsix(6) months following the date of promulgation.
NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY SIX (6) MONTHS.
