Responsibilities

Contract Specialist (Training Officer) PD#60036-O

Performs long-range planning and development of annual training programs; review and evaluate all training development and evaluations for the Network Contract Office (NCO). Makes overall assignments of training duties and responsibilities to ensure that the NCO employees have clearly defined training objectives. Evaluates the impact of training programs on NCO resources and independently research and develop programs. Develops and presents contract training concepts and strategies to the Director of Contracting (DoC) and promotes the total contracting vision by soliciting commitments. Exercises responsibilities involving work assignment to insure a standard approach is used for training. Establishes guidelines and training expectations for all acquisition staff, which are clearly communicated through the employee performance management system. Engages in recruitment and outreach efforts to raise awareness among targeted groups in the Contracting Officer career field. Administers contracts and assure compliance with their terms and conditions; and terminate contracts if necessary by analyzing, negotiating, and settling claims. Performs other duties as assigned.

PHYSICAL REQUIREMENTS: The Contract Specialist position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking over uneven surfaces, or assisting technical personnel in taking measurements or elevations. Government travel for training, meetings, or customer interactions will be required in this position.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.

Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-12 position you must have served 52 weeks at the GS-11 level.

Basic Requirements GS-12:

A 4-year course of study leading to a bachelor's degree with a major in any field; or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

Specialized Experience GS-12:

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans, integrates, and schedules workload, sets priorities, and furnishes advice and assistance to resolve problems and ensure efficiency of training operations. Directly responsible for annual training program for Acquisition workforce. Participates on national work groups to develop standardized training plans and training presentations for customer and continuing education purposes. Provides formal feedback and periodically evaluates employee training to the appropriate supervisors. Develops and presents contract training concepts and strategies to the DoC/DDoC and promotes total contacting vision.

There is no educational substitution for the GS-12 level.

Graduate Experience: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Competency 3 - Ability to align and prioritize work assignments, develop and manage performance objectives, and align individual performance with organizational performance goals and objectives.

Competency 4 - Ability to communicate effectively orally and in writing with a wide variety of audiences (including executive leadership, managers and customers at the central office, network and medical center level) on a wide array of topics.
