Summary

The position is located within Materials at the Building 52 Materials Laboratory on the Denver Federal Center and is a part of the Technical Services Branch of the Central Federal Lands Highway Division (CFLHD). The incumbent serves as the Senior Testing Technician who is primarily responsible for activities related to (1) orchestrating Laboratory identification, tracking and testing progression of field samples received from clients; (2) coordinating contracted work; (3) assisting with Laboratory billing and reporting income and timeliness of bituminous mix designs; (4) procuring new and replacement equipment; (5) performing uncertainty of measurement calculations and analysis; (6) assisting with technician test qualification evaluations and certifications; (7) supporting proficiency sampling testing, reporting and tracking as well as external audits to ensure continued compliance with the AASHTO Accreditation Program (AAP), the CFLHD Materials Quality System Manual and national laboratory accreditation for ISO/IEC 17025, AASHTO R 18, ASTM C 1077, ASTM D 3666, ASTM D 3740 and ASTM E 329; (8) participating in internal audits and management reviews; (9) serving as the Chemical Hygiene Officer in support of the Laboratory Safety program; (1 0) reviewing

and preparing specifications, manuals and guidelines; (11) providing training and technical assistance; and (12) participating on CFLHD cross-functional teams. The incumbent also serves an expert in construction materials testing and inspection, calibration and uncertainty of measurement of associated laboratory equipment in the fields of asphalt binders, emulsified asphalt, hot and warm mix asphalt, soils, aggregates and Portland cement concrete.

The ideal candidate will have advanced level(s) of certified experience and experience testing a broad range of materials typically used in highway and bridge construction according to national testing standards such as American Association of State Highway and Transportation Officials (AASHTO) and American Society for Testing and Materials (ASTM) as well as experience working in an ISO 17025 accredited laboratory. The Central Federal Lands Highway Division is looking for a dedicated individual to support the high level of highway construction materials testing. Responsibilities

As a Engineering Technician (Materials), you will:

Maintain individual expertise in highway construction materials testing and inspection, calibration and uncertainty of measurement of associated laboratory equipment in the fields of asphalt binders, emulsified asphalt, hot and warm mix asphalt, soils, aggregates and Portland cement concrete.

Orchestrate Laboratory identification, tracking and testing progression of field samples received from clients. Continually receives project test samples and reviews and verifies the accuracy of information supplied by clients. Assigns appropriate laboratory numbers and collectively inputs sample login and tracking information into the web-based automated sample identification and tracking system on a project-by-project basis.

Orchestrate preparation, environmental conditioning, assembly, testing and temporary storage of samples as they progress through laboratory workstations in order to facilitate continuous workflow meeting project testing deadlines. Further orchestrates final disposal and in some cases retention of samples for future use. Checks the accuracy of technical computations and reported information. Proposes revisions and updates to standard laboratory worksheets and reports as appropriate. Performs hand calculations to ensure that calculations embedded in laboratory worksheets and reports have been validated and filed. Coordinates contracted work related to external testing services and equipment inspections by proper check, standardization, calibration or verification process in accordance with the CFLHD Materials Quality System Manual.

Assist in performing sampling, testing and reporting of proficiency samples received from the AASHTO Materials Reference Laboratory (AMRL), the Cement and Concrete Reference Laboratory (CCRL) and other entities in accordance with applicable AASHTO and ASTM test standards to ensure continued compliance with the AASHTO Accreditation Program (AAP), the CFLHD Materials Quality System Manual and national laboratory accreditation for ISO/IEC 17025, AASHTO R 18, ASTM C 1077, ASTM D 3666, ASTM D 3740 and ASTM E 329. Participates in internal audits and management reviews conducted by the Supervisory Materials Engineer as well as on-site audits conducted by accreditation bodies to ensure continued compliance with the AASHTO Accreditation Program (AAP), the CFLHD Materials Quality System Manual and national laboratory accreditation for ISO/IEC 17025, AASHTO R 18, ASTM C 1077, ASTM D 3666, ASTM D 3740 and ASTM E 329.

Assist in performing yearly assessments of each technician for each test performed and in updating the internal test roster to provide an on-going means of training, ensuring critical core capability and documenting the competency and qualification of each technician to independently perform the specific tests noted on the roster. As part of this process, assists technicians in achieving progressive levels of external certification from entities whose scope is primarily regional and national and focused on AASHTO and ASTM national consensus standards (i.e. State DOT’s, WAQTC, ACI, AI, ASQ, NCAT, NICET) in one or more of the materials fields in which they specialize and perform testing.

Review and recommend changes to the (1) CFLHD Library of Supplemental Specifications/Special Contracts Requirements; (2) CFLHD Materials Quality System Manual; and (3) other CFLHD manuals as appropriate for adequacy in materials testing related matters. Conducts formal and informal materials training for governmental and nongovernmental personnel as assigned. Provides regional or national expertise on testing materials used in highway construction and inspection, calibration and uncertainty of measurement of associated laboratory equipment.

Experience developing and presenting training as well as preparing technical reports.
