Responsibilities

You will:

Conduct national, program-wide studies designed to ensure the overall Superfund Enforcement program's management of the contracts resources.

Provide coordination and national support for Regional and Headquarters enforcement contracts to determine the resource utilization and capacity to support the nation enforcement program.

Serve as the Senior Analyst and Project Officer, providing contract management guidance and support to Regional contract officers and project officers.

Conduct pre-award activities such as participating in development of contract procurement initiation materials and with transition during post-award phrases.

Develop Government Cost Estimates and prepare Procurement Initiation Notices.

Formulate budget request for contracts.

Travel Required

Occasional travel - You may be required to travel 1 to 5 days per month.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full time experience equivalent to the GS-13 level defined as applying project management principles to assigned projects, overseeing a program with responsibility for budget development and resource monitoring, managing and engaging with a variety of internal and external sources.

Your answers to the on-line assessment will be used to evaluate your competencies in the following area:

Skill in applying contract price/cost analysis techniques to a variety of pre-award and /or post award procurement actions.

Ability to work with senior staff to develop resource management strategies by adapting to existing guides and/ or creating new or substantially modified hypotheses, approaches or polices.

Knowledge of Federal contracting practices and regulations.

Ability to plan and carry out important programs projects.

Skill in communicating orally to interface with other staff members, managers, and program officials

Knowledge of the theory and principles of management and organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.
