Summary

This position is in the New Jersey Division Office within the Program Delivery Team, responsible for the administration of the Federal-aid highway program as it relates to project development, construction and contract administration in their assigned New Jersey Department of Transportation (NJDOT) District(s). This responsibility includes participation in project development, design, contract administration, construction, materials, and maintenance activities on highways and related transportation facilities as it relates to project, and program management. This position works in coordination with other similar positions as the primary NJDOT contact for all design, construction, traffic and project safety, and contract related issues at the project and program levels. This includes providing technical guidance, review and interpretation of federal law, regulation, and policy.

The ideal candidate is a mid-career and motivated individual with experience administering Federally funded highway programs or coordinating highway projects as it relates to construction, contract administration or program management; and experience conveying ideas and concepts in meetings and discussions, and in writing.

Responsibilities

The Transportation Specialist:

Participates in and contributes to Division program management activity including development of stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting processes.

Provides technical guidance, review and interpretation of federal law, regulation, and policy.

Administers the Federal-aid program for assigned areas. This includes criteria related to Federal funding and project eligibility; development processes of NEPA; planning and programming of projects; plans development, specification writing and cost estimating; bid documents; context sensitivity; contract administration; and construction inspection.

Accurately and diplomatically communicates, collaborates, and partners with technical personnel, state and local officials and elected representatives, engineers and persons from other non-agency organizations to give and review information, negotiate changes or difficulties, resolve problems, explain decisions rendered and verify commitments.

Explains the purpose and function of the agency's highway engineering program; conducts surveys; resolves specific problems; develops factual data to base recommendations and decisions on issues where there are conflicting interests and opinions; and justifies feasibility and desirability of modifying existing highway systems.

CONDITIONS OF EMPLOYMENT:

SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.

PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).

TIME-IN-GRADE: - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include:

Experience related to transportation program management, construction planning, or contract administration for highway or transportation projects or programs in accordance with regulations, standards, principles and methods.

To qualify for the GS-11 on Education alone, you must have:

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify on for the GS-12, you must have at least one year of experience equal or equivalent to the GS-11, it must include:

Experience related to transportation project management; planning, scheduling, and coordinating highway or transportation project activities; construction, design or contract administration for highway or transportation projects in accordance with regulations, standards, principles and methods; AND

Experience in consultation with others, developing viable alternatives and helping to resolve complex technical transportation issues or conflicts that arise with processes or outcomes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
