Responsibilities

As a Program Manager you may perform the following

duties...

Direct the work of an organization that manages multiple

projects within all of the following DoD Component programs constraints.

Exercise delegated authority to approve selections,

reassignments, promotions, performance standards, and disciplinary actions

within his/her area of jurisdiction.

Appraise the performance of and approves merit pay awards

and bonuses for subordinates.

Develop and implement long-range work schedules and

operational sequences for various subordinate organizational elements. Assist project managers and establishes requirements,

objectives, goals and milestones for completion.

Establish priorities, deadlines, and revises project

schedules, resolves interface problems.

Assign projects to subordinate organizations via

subordinate supervisors with consideration for the nature and scope of the

project and the subordinate organizational entity specialty or unique

qualifications to perform the assignment.

Review production reports and other data to determine

progress and to assure work is performed per expectations, instructions, and

established requirements. Set performance standards; prepares performance

appraisals and evaluates subordinate supervisor performance.

Identify training needs and develops training plans as

appropriate.

This position requires you must be able to obtain and

maintain a Top Secret clearance and is designated non-critical sensitive as

defined in DoD 5200.2-R.

This position requires that you submit a Financial

Disclosure Statement, OGE Form 450, Executive Branch Personnel confidential

Financial Disclosure Report upon entrance to this position and annually

thereafter.

This is a Critical Acquisition Position (CAP). Unless

specifically waived by the appropriate Component Official (i.e., the Director

of Acquisition Career Management for the Component, the Service Acquisition

Executive, or the Service Secretary) as set forth in Enclosure 5 of Reference

(e), the following requirements mandated by sections 1733 and 1737 of title 10,

United States Code must be met: (1) the selectee must be a member of the

Defense Acquisition Corps at the time of appointment and Level III-certified in

Career Field Contracting within 24 months of assignment unless the Component

Acquisition Executive waives CAP position requirements.

Incumbent must execute a written tenure agreement to

remain in Federal service in this position for at least 3 years. The 3 year

period may be tailored by the Component Acquisition Executive (CAE).

This is a Testing Designated Position (TDP) subject to pre-employment

drug testing and random drug testing.

Qualifications

In order to qualify, you must meet the education and/or

experience requirements described below.

Experience required:

Experience refers to paid and unpaid experience,

including volunteer work done through National Service programs (e.g., Peace

Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic;

religious; spiritual; community; student; social). You will receive credit for all qualifying

experience, including volunteer experience.

To qualify based on your experience, your resume must

describe at least one year of experience which prepared you to do the work in

this job. Specialized experience is

defined as: Advising and providing information regarding all matters associated

with policies and procedures, workload/workforce management, and strategic

planning efforts. Providing advice and principle support to leadership on

interface with US and foreign government officials at the General Officer and

Senior Executive level.

This definition of specialized experience is typical of

work performed at the next lower grade/level position in the federal service

(GS-14).

Time in Grade Requirement: Applicants who have held a

General Schedule (GS) position within the last 52 weeks must have 52 weeks of

Federal service at the Next Lower grade GS 14 (or equivalent).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
