This position is located in the Assessment & Authorization Division, Office of IT Security Compliance, Directorate of Information Assurance, Bureau of Information Resources Management (IRM/IA/ITSC/A&A), in the U.S. Department of State. The position serves as the Chief of the A&A Division in ITSC in executing the Department's implementation of the National Institute of Standards and Technology (NIST) Risk Management Framework phases, to include the Authorization and Accreditation Activities.
This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).
Oversees the Department's implementation of the National Institute for Standards and Technology's Risk Management Framework. Develop and manage budgets and technical staff to meet organizational goals.
Manage the technical efforts performed by vendors and contractors; manage performances and reviews invoices; review, manage and track reimbursable work; develop statement of work and performance metrics.
Develop and present written and oral communication products which includes memorandums, standard operating procedures, weekly activity reports, plans and strategies. Develop and implement improved practices and methodologies.

- This skill is generally demonstrated by resolving controversial and complex IT security issues and problems.
- Ability to communicate to senior management officials on federal information security requirements with respect to assessment and authorization and related risk management issues and activities.
- Ability to make assessment and authorization related decisions that involve major uncertainties as to the most effective approach or methodology to be applied to such significant information systems security issues.
Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in managing information security staff in oversignt of an eterprise information security compliance program;
Experience in establishing long-range work plans and schedules to implement a Division's goal;
Experience in developing statements of work, performance work statements, performance metrics and monitoring contract performance and compliance;
Experience in developing and presenting written reports, memoranda and briefings for executive management.
In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-15 position.
