Maintain responsibility for the review, coordination and supervision of investigative, operational and administrative matters conducted by a staff of Criminal Investigators and specialized support personnel located within the National Capital Area Office (NCAO).
Support the SAC in overseeing complex protective operations and investigations, and provide supervision to criminal investigators responsible for conducting protective advances and providing personal physical security during movements for the Administrator, EPA.
Provide input and feedback to the SAC NCAO and CID Management regarding assignments that require a task force approach involving correlation of assigned investigative, operational and administrative personnel, as well as coordination with appropriate international, federal, tribal, state, regional, county and/or local law enforcement, prosecutorial and intelligence programs and offices.
Review and approve investigative case reports of subordinate agents and provides guidance concerning complex investigations or case management concerns.
Assist the SAC with oversight of investigations, undercover operations and initiatives conducted within the Area Office including activities relating to protective travel and physical security; and environmental crimes.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
You will be required to obtain and maintain a top-secret security clearance.

If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.

Criminal Investigators - Special Provisions
You must be found to be physically fit by an authorized government physician to perform strenuous and physically demanding duties.
You must be at least 21 years of age and not older than 36 at the time of appointment. In accordance with PL 100-238, this position is covered under law enforcement retirements provisions; therefore, you must be appointed before reaching your 37th birthday unless you presently serve or have previously served in a Federal civilian law enforcement retirement-covered position.
Basic Agent Training Requirements:
You must successfully complete and pass the required Basic Agent Training Program. Failure to pass the training program will result in separation from EPA.
Law Enforcement Training:
You must successfully complete the 9-week Federal Law Enforcement Training Center's Basic Criminal Investigator training program and the 8-week Environmental Investigations Basic training program at Glynco, GA. You must pass the training program on the first attempt or you will be removed from this position and failure may result in separation from the Agency. You are exempt from this training if you have previously completed the program.
You must meet qualifications to carry a firearm. Lautenberg Notice:
Title 18 USC, Section 911 (g), automatically disqualifies anyone who has been convicted of a misdemeanor crime of domestic violence from being appointed to this position. You must not have been convicted of a felony crime.
The hours are long and irregular. You must be available at all times, to include holidays. You may also be sent on extended temporary duty station assignments away from your assigned office. You may be reassigned to different duty locations throughout the U.S. based on the needs of the Agency.
You must have a valid driver's license
and be able to operate a Government-owned or leased motor vehicle.

We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-14 level, you need to have at least one year of full time experience equivalent to the GS-13 level defined as coordinating complex protective advances and movements for a high level official, supervising or leading a team of criminal investigators, and assessing investigative cases and their programs for effectiveness and compliance with federal statutes and regulations.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:
Ability to supervise Criminal Investigators during the conduct of a wide variety of law enforcement activities.
Skill in administering resources and materials necessary to effectively support subordinates and the enforcement programs.
Knowledge of the operation and function of a protective detail and associated security requirements to independently analyze site vulnerabilities and threats.
Ability to resolve conflicts in facts or situations, as well as, coordinate difficult and complex advances and movements.
Skill in effective oral communication to present highly sensitive recommendations to high level officials.
Knowledge of what constitutes a crime or violation as defined in pertinent statutes; including Title 18 of the U.S. Code, the Uniform Code of Military Justice, and statues with anti-fraud or similar criminal penalties.
Knowledge of the guidelines, regulations, and procedures associated with criminal investigation, including evidence detection and handling and drawing appropriate factual inferences and conclusions.
Knowledge of surveillance and counter-surveillance techniques, polices, and laws, including overt and covert methods and electronic, optical, and video surveillance methods and tools.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
