The Human Resources Assistant will be assigned to the Human Resources Department of the G.V. Sonny Montgomery VA Medical Center, Jackson, MS. The primary purpose of the position is to support the wide range of functions within Human Resources Management Service and will be assigned to support HR Specialists in one or more of the following functions: Recruitment and Placement, Employee and Labor Relations, Compensation, Classification, Workers' Compensation Programs, and Performance Management.

Duties Include but are not limited to:
-Supports the administrative functions of the recruitment and staffing process to include: drafting correspondence such as offer letters, preparing board actions, and preparation of all Requests for Personnel Action (SF-52).
-Announces positions and coordinates the filling of all lower graded positions using USA Staffing and qualifies applicants for federal service.
-Responds to walk-in applicants and callers who are interested in obtaining employment and for those who are inquiring on job application status.
-Assists applicants and provides general information regarding the recruitment process.
-Maintains all databases for special hiring authorities.
-Processes all applicants for employment.
-Processes all Without Compensation (WOC) appointments.
-Reviews and completes WebHR, Request for Personnel Action, including determining benefits eligibility, retirement system, creditable service, salary date, with-in grade eligibility, leave group etc.
-Determines creditable service for leave and for completion of probationary periods. Prepares appropriate forms and processes new employees assuring completion of all required forms.
-Prepares vacancy announcements for internal Title 5, Title 38, and/or Hybrid Title 38 recruitment in assigned organizations.
-Supports the administrative functions of Employee/Labor Relations or Employee Benefits, i.e., administration of leave and other work life programs and/or administration of the facility's awards programs.
-Manages leave programs by reviewing all employee requests including medical documentation for completeness and accuracy.
-Works closely with supervisor, timekeepers, and payroll in resolving leave issues and documenting approved leave benefits on employee timecards.
Work Schedule: Monday through Friday, 8:00am-4:30pm; subject to change based on agency needs

Physical Requirements: Primarily sedentary work. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.

GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:assisting in research of information from a variety of sources; responding to basic questions regarding leave earnings and process for requesting advanced leave or special leave programs; assist applicants and provide general information regarding the recruitment process, assisting with telephone and customer inquiries for general information and for application processes; and assisting with the processing of new employees as well as separation of employees and employee benefit changes.
Applicants may substitute education for the experience required for the GS-05 level. Successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. (TRANSCRIPT REQUIRED)

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX.
