The incumbent works under the general supervision of the Chief, Engineering Service in supervising the construction program and assisting the engineering maintenance and
operations program and assisting the engineering maintenance and operations program at the VA Hudson Valley. This includes providing professional consultative advice to
management on the engineering problems and responsibilities involved in the maintenance and improvement of buildings, grounds, utilities and equipment.

Responsibilities
TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for 2 years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements.
The duties and responsibilities of this position require that the incumbent be trained and able to perform resident engineer functions. The incumbent must make reasonable progress towards successful completion of a training program that encompasses many of the General Engineer functions to include some of the following areas:
Adapt standard practices to specific situations
Makes preliminary selections and adaptations of engineering alternatives but must receive approval from the supervisor before carrying out sequence of details
Repetitive assignments are normally completed under general supervision
Maintains personal contacts with VA employees and occasional contacts may be made with general public in highly structured situations

Monday through Friday, 8 am to 4:30 pm

Qualifications
To qualify for this position,
applicants must meet all requirements by the closing date of this announcement.
Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
*Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
*Written Test-- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
*Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements.
*Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.In addition to meeting the IOR (above) of the position, you must demonstrate the following in your application packet:
GS-07 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Performs engineering analysis, development, design of and prepares complete plans and specifications for new work and improvements. Surveys existing job conditions and confer with medical center personnel to determine exact scope of project, phasing, impact on other medical services and other specific design requirements. Performs electrical, mechanical, civil and utility designs/layouts, complete with specifications. Maintains complete, accurate and up-to-date records, plans and specifications of all systems and equipment installed during a project.

Applicants may substitute education for the experience required for the GS-07 level. 1 year of graduate-level education or superior academic achievement.

Applicants may also combine education and experience to qualify at the GS-07 level.

Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-07.
