The Senior Executive Service (SES) is comprised of the men and women charged with leading the continuing transformation of government. These leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment.
This position serves as the National Cemetery Administration's (NCA), Executive Director, North Atlantic District Office in Philadelphia, PA. The incumbent is responsible for effective management of over 38 National Cemeteries and 12 miscellaneous facilities, such as soldier lots, confederate plots and monuments within locations ranging from as little as a few miles to several hundred miles from the District office location. The incumbent leads the management team organized for the purpose of providing memorial benefits at the separate national cemetery facilities and related activities through national cemetery directors in a way that achieves maximum effectiveness and is in accordance with NCA administrative and operational policies and practices.
VA structures its SES positions into pay bands. This is a pay band 2 position and the salary range is $126,148 to $183,200. Exceptions to the cap of the range may be considered in certain circumstances

- Serves as a systems manager, utilizing specialized technical skills, creativity, and innovation to ensure VA/NCA employees and all physical assets provide Veterans and their families with high-quality, compassionate and efficient memorial benefits and services.
- Provides leadership and management skills in the following areas: systems and business management; strategic planning; contract administration; quality assessment and improvement; performance management/improvement; human resources and professional staff development; and personal leadership and ethics.
- Meets operational requirements for providing dignified interment services to eligible decedents;
- Participates in developing short and long-range plans and strategies, developing policies and directives, and in establishing priorities and addressing resource needs within NCA and the national cemeteries.
Occasional travel - You may be expected to travel for this position.

TQ1: Demonstrated knowledge in successfully leading and managing a large public or private sector organization that administers complex, rules-based benefits and/or services for a large group of customers.
To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
