The Nurse IV, Chief - Care in the Community position, is located in the Care in the Community service of the Eastern Oklahoma VA Health Care system (EOVAHCS), Muskogee, OK. The incumbent executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines, influence organizational mission and health care, and responsibility for outcomes. Is responsible for administrative functions of their assigned nursing units/programs. Functions as an administrator, educator, and consultant utilizing management theory in collaboration with Patient Care Service and other services.

Some of the duties include but are not limited to:

Provides direct supervision over the Advance Practice Registered Nurses, the GS Supervisor (who supervises multiple levels of Medical Support Assistants, Program Support Assistants), and the Nurse Manager (who supervises the RNs).

Oversight of all functions associated with traditional non VA care, purchased care (Choice), provider agreements, and financial and regulatory controls for the purchase of care in the entire EOVAHCS catchment area, including all population groups served by EOVAHCS.

Assesses, plans, and evaluates the processes and daily operations of the CITC program. This is a complex collection of laws, policies, and processes.

Ensures that referrals (consults) for care for the Veteran needing care in the community are completed in a timely manner, according to VHA standards and regulation. Collaborates with Deputy Chief of Staff and Chief of Staff as needed to expedite highly complex and urgent/emergent care, and as needed to facilitate non-urgent but complex care.

Provides administrative, clinical, and financial oversight to VA Purchased services including, homemaker home health, skilled nursing, hospice, inpatient care, all manner of outpatient care, Oklahoma State Veterans Homes, as well as scheduling, authorizations, reconciliation of budget and paid claims, and case management of patients referred to in the community.

Assesses processes, recommends and participates in Quality Improvement program activities and Committees. Chairs the Purchased Care Committee and is a member of the Nursing Leadership Council. Responsible for the CITC fund control point and EIL.

(Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.

Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Preferred Experience: Experience in Nursing Leadership in a complex organization, such as a VA Medical Center, is highly desirable.

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.

Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.

Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: Moderate lifting (15-44 pounds); straight pulling (4 hours); pushing (4 hours); reaching over shoulder; use of fingers; both hands required; walking (2 hours); standing (7 hours); kneeling (1 hour); repeated bending (4 hours); both legs required; near vision correctable to 13 to 16 to Jaeger 1 to 4; far vision correctable in one eye to 20/50 and to 20/100 in the other; ability to distinguish basic colors; hearing (aid permitted); mental and emotional stability required.
