Summary
The HR Specialist (Recruitment and Placement) will be responsible for carrying out recruitment and placement functions for a variety of Title 5, Hybrid Title 38, and Title 38 positions.
Applications will be reviewed and referred once a month. The cut off dates are midnight EST on 8/17/2018, 9/14/2018, 10/19/2018, 11/16/2018 12/14/2018, 1/11/2019 and 2/8/2019. If selection is made, the announcement may close prior to 2/8/2019.

Responsibilities
As a Human Resources (HR) Specialist you will perform the full range of duties including, but not limited to:
Recruitment and placement, position management and classification, pay administration, employee relations, labor relations, benefits and retirement, training and development, advisory services, program(s) administration, and compliance maintenance;
Developing and executing recruitment plans for a variety of occupations, publishing vacancy and merit promotion announcements, conducting job analysis and making qualification determinations;
Making pay determinations for appointments, promotions and changes to lower grade; providing managers and employees with information about HR policies, procedures, and guidelines;
Providing technical advice to assist managers, supervisors, and employees in understanding and using the various HR programs available;
Developing training materials and conducting training for HR and ancillary programs;
Providing advisory services, assistance, and guidance to management officials and employees concerning the labor-management and employee relations program including disciplinary and adverse actions, performance management, performance-based actions, negotiated and administrative grievances, appeals, special inquiries, employee benefits and leave administration; etc.

Administrative Hours; Monday - Friday 8:00 am to 4:30 pm; subject to change based on agency needs

GS-11 grade level:
One year of specialized experience (equivalent to the GS-9 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Recruitment and placement, publishing vacancy and merit promotion announcements, making pay determinations, knowledge of HR policies and procedures, responding to customer inquiries, providing technical advice to managers OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree in a related field OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related (such education must demonstrate the knowledge, skills, and abilities necessary to do the work) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's level.
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
