Summary
OUR MISSION: To fulfill President Lincoln's promise - To care for him who shall have borne the battle and for his widow, and his orphan - by serving and honoring the men and women who are America's Veterans. How would you like to become a part of a team providing compassionate care to Veterans?
Of the nine active CBOCs in the catchment area, three are VA staffed and 6 are contracted. The VA Memphis Nonconnah CBOC, located 8 miles from the Memphis VA Medical Center, provided primary, ophthalmology and mental health care to approximately 7,174 Veterans. The VA Memphis North CBOC, located 11 miles from the Medical Center also provides primary and mental health services to approx. 5,696 veterans annually. The VAMC Memphis also has contract CBOCs located in Tupelo and Holly Springs, MS; Jonesboro and Helena, AR; Savannah and Dyersburg, TN, which provides primary and mental health care to Veterans. As a result, the Memphis VA Medical Center CBOCs improve access and reduce the travel distance for approximately 33,000 Veterans outlying counties.
The Chief, Emergency Department (ED) Service provides administrative, clinical and programmatic leadership for the ED to ensure achievement of the clinical goals and applicable performance measures. The Chief ED is accountable for the delivery of all health care by the medical and PA staff of the ED Service. This responsibility includes the administration, management, and leadership of the entire ED Service. The Chief is accountable for the assessment of the health care delivery system, as well as developing a plan for the delivery of health services to patients, consistent with the policies and guidelines of the Veterans' Health Administration. Additionally, the Chief ED Service establishes a climate within the ED Service that promotes optimum patient care. The Chief participates in top-level decision and policy design that affects ED Service through collaboration with Medical Center administration, other service chiefs, and interdepartmental Supervisors. The Chief directs health care programs, delegating authority and responsibility to meet both the medical center and service goals. The incumbent reports to the Chief of Staff and serves as a key clinical resource for the Medical Center Director and part of the key leadership team of the medical center.

Responsibilities
Expected criteria for the Chief, ED are: Leadership acumen sufficient to provide direction for single and complex programs in the delivery of ED Services; recruit and retain emergency medicine physicians.
Management experience with strong administrative and interpersonal skills, including effectiveness in labor-management relations.
Demonstrated skills in providing clinical interface with academic affiliates and other key stakeholders.
Management experience regarding university generated education programs and specialty training programs.
Demonstrated commitment to an interdisciplinary approach to care delivery.
Documented ability to coordinate a broad of programs.
Demonstrates abilities to work well within an executive team.
Ability to use data to develop and implement improvements in clinical care.
Responsibilities: Hands on clinical work, staff supervision, and administration of all aspects of the ED Service.
Ensures the development, implementation and maintenance of GEMS requirements in accordance with VHA and Medical Center policy. This involves developing and implementing environment policies, procedures and systems within areas of responsibility.
The incumbent is responsible for ensuring that ll business operations and health information practices within their respective operations are being measured for quantity and quality of the work performed, and conducted in continuing compliance with the laws, regulations and standards which govern those activities.
The incumbent is responsible for ensuring that all employees under their supervision has read and understands the requirements outlined in the Information System Rules of Behavior, In addition, that said employees comply with all the provisions outlined in the Information Security policies and regulations.
The incumbent will work to move/maintain the ED towards the full emergency medicine practice model, with the full support of leadership.
The incumbent will continue to foster a relationship with the University of Tennessee Health Science Center Emergency Medicine that will ultimately result in Emergency Medicine residents rotating in the Memphis VAMC ED as part of their training.
The incumbent is expected to meet the performance measures and VHA Core Competencies specific for his/her service.

Qualifications
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
Proficiency in spoken and written English.

Preferred Experience: A board certified physician in Emergency Medicine or Internal Medicine with clinical emergency department experience is preferred. Experience with administrative and leadership skills and eligible for clinical privileges in Emergency Medicine or Internal Medicine. Incumbent who meets requirements for an academic appointment at the University of Tennessee Health Science Center affiliate is preferred.
Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office.
Physical Requirements: Physical Requirements: Applicant must have the physical ability to perform job-related duties which require lifting, standing, bending, transferring, stooping, stretching, walking, pushing, or pulling without assistance from another patient care provider. A health examination must be successfully completed prior to this assignment and periodically thereafter as required by the Employee Health Clinic policy. There will be intermittent exposure to blood and body fluids.
