Position Summary :
The Section Chief is responsible for the overall management of the section including the direction, supervision, development, implementation, coordination and evaluation of complex section programs and oversees the administration of federal and state grants.
The complex functions of the section include:
Integration of program policies.
Oversight of federal grant applications for funding.
Involvement in the biennial budget planning and implementation process.
Development and oversight of standards and guidelines related to fiscal topic areas.
Development, implementation and evaluation of program practices and policies.
The Section Chief is responsible for the overall direction and supervision of all personnel, fiscal, procurement, and other management activities such as recommending hiring, orienting new employees, counseling/coaching employees on performance, and disciplining as necessary. The incumbent promotes, coordinates, and maintains contacts and relationships with other sections, bureaus, and external partners as well as local, regional, other state and federal government agencies.
The Section Chief is responsible for holding the section accountable to Bureau-level and Division-level strategic planning; the promotion and support of accreditation; the promotion and support of Healthy Wisconsin; and to hold employees accountable for understanding and living the mission, vision, and values of the Division of Public Health. The Section Chief is responsible for leading and coordinating a communications plan for the section, which includes but is not limited to the dissemination of materials and information to internal and external partners, utilizing Department and Division policy.

Minimally qualified candidates will have:
Experience managing, supervising, or leading employees such as overseeing subordinate staff, addressing workload, setting and evaluating performance expectations, hiring, etc.
Experience with program development, management, and/or evaluation.
Experience with the preparation and submission of federal reports, grant applications, and/or contracts.
Experience leading with a shared vision.
Experience developing and maintaining effective working relationships with co-workers, employees, internal and external customers.
Strong oral and written communication skills.
In addition, well-qualified candidates will have:
Experience providing fiscal oversight through the monitoring of budget and expenditures and/or establishing systems, policies, and procedures to oversee financial operations.
Experience developing and implementing strategic plans.
Experience establishing priorities.
