Summary

As an Investigator at the GS-1810-7 with a full performance level of GS-12, you will be part of NBIB NR North Atlantic Area N01, Office of Personnel Management. If selected, you will be responsible for conducting investigations and interviews/checks to complete background investigations for suitability on current and prospective Federal employees. As an OPM Investigator, extensive travel is required within the local commuting area of this announcement as well as the possible need for frequent overnight travel outside the local commuting area.

New York, NY will cover the following four boroughs: Manhattan, Brooklyn, Queens and Staten Island.

Responsibilities

Assist with conducting Federal Personnel Background Investigations, many of which are sensitive or controversial, where allegations, hearsay information, or other vague or intangible information of an adverse nature exist.

Evaluate individual's trustworthiness for access to classified information, placement in a sensitive position, retention in the military services, or placement in Federal employment.

Assist with collecting and developing information from a variety of sources.

Prepare reports of investigation in accordance with OPM guidelines and instructions.

Qualifications

For the GS 7: You must have at least one year of experience that is equivalent to the GS-05 level in or directly related to the line of work of this position that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position. Experience should include conducting personnel background research/inquiries, reviewing personnel forms and reports for completeness and accuracy, reviewing technical documents (such as employment applications, investigative questionnaires, affidavits, credit and police reports, loans/benefits applications etc.) to extract information, identifying discrepancies/inconsistencies, or areas potentially requiring clarification or additional information, applying regulations and/or operating procedures within a technical program, adjudicating or substantiating cases/claims for legal/financial/medical benefits, military intelligence action, law enforcement, or legal work, or interviewing personnel for various reasons.

OR A Bachelor's Degree that meets one of the requirements for Superior Academic Achievement (S.A.A.)

OR One full year of graduate level education in an accredited college or university. The education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR A combination of education and experience as listed above.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience

Mandatory Completion of Basic Training: You must successfully complete the FBITP training course in order for you to be able to perform field investigative work for OPM-NBIB. Successful completion of the FBITP requires that you obtain a passing score on written and practical tests measuring attainment of knowledge objectives. Failure to successfully complete the FBITP, including successful passage of the written and practical tests, will result in removal from the Investigator position.
