Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, Talent Management Directorate, Organization Design Division located in Washington DC, District of Columbia.

Responsibilities

Joining the Customs and Border Protection, Office of Human Resources Management will allow you to use your expertise in human resources staffing policy. This position starts at a salary of $114,590 (GS-14, Step 1) to $148,967 (GS-14, Step 10). Apply for this exciting opportunity to strengthen Homeland Security by providing counsel on complex employee relations issues.

While serving in this Senior Human Resources Specialist position, you will become a key team member of Homeland Security professionals who plan, coordinate and execute complex, agency-level long and short range strategic and risk-based operations plans. Typical work assignments include:

Representing Human Resources Management (HRM) with senior program office leadership in defining and designing organization structures.

Coordinating with other HRM subject matter experts, such as classification and position management, labor and employee relations, staffing specialists and policy in support of ongoing consultative services with several different program offices to determine their most effective organization.

Applying critical thought to plan, organize, coordinate, and execute complex, agency-level long and short range strategic and risk-based operation plans in support of homeland security operations.

Advising management on a wide range of complex program activities requiring application of qualitative and/or quantitative methods for assessing complete management processes.

Understanding the policies and procedures for maintaining the Table of Organization including data quality and common terminology; and identifying and extracting appropriate data from available workforce information systems for analytical purposes.

Creating management strategies and assisting program offices in building communication plans to support major organization changes;

Qualifications

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience at the GS-13 level or equivalent performing duties such as advising management on HR programs and organization structures; providing advice on organization design work methods, practices and procedures to Human Resources Management (HRM) and identifying viable solutions to complex issues; assisting with and coordinating HR studies to identify improvements and explore alternative options; evaluating plans and proposals for organization structures and developing recommendations to meet agency's needs and initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:

Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and

Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/19/2018.
