The VA Greater Los Angeles Healthcare System (VAGLAHS) is one of the largest health care facilities within the Department of Veterans Affairs. It is one component of the VA Desert Pacific Healthcare Network (VISN22) offering services to Veterans residing in Southern California, New Mexico and Arizona. VAGLAHS consists of two ambulatory care centers, a tertiary care facility and 8 community based outpatient clinics. VAGLAHS serves Veterans residing throughout five counties: Los Angeles, Ventura, Kern, Santa Barbara, and San Luis Obispo. There are 1.4 million Veterans in the VAGLAHS service area. VAGLAHS is affiliated with both UCLA School of Medicine and USC School of Medicine, as well as more than 45 colleges, universities and vocational schools in 17 different medical, nursing, paramedical and administrative programs.

Responsibilities

This position is located within the VA Greater Los Angeles Health Care System (VAGLAHCS) Outpatient Pharmacy in West Los Angeles, CA. In this position you will serve as the Supervisory Pharmacist/Pharmacy Program Manager responsible for managing and coordinating comprehensive pharmaceutical care activities in an ambulatory care setting. Pharmacy activities include ambulatory care and outpatient clinic services, outpatient prescription processing and dispensing, pending orders, CMOP, the Fee Basis program, controlled substance distribution and accountability, methadone program services, drug information, patient medication counseling, seamless transition between inpatient and ambulatory care, outpatient provider consulting, training and education, transition services to Contract Nursing Homes, and outpatient pharmacy inventory and supply management. Duties include but are not limited to:

Provides clinical and administrative supervision to pharmacists and pharmacy technicians;

Performa non-supervisory clinical pharmacist duties as needed;

Addresses employee performance and conduct problems with appropriate actions;

Identifies training needs of employees and arranges for needed training;

Responsible for complying with all applicable Federal, VA, and GLA regulations, policies, and procedures pertaining to controlled substance accountability and drug accountability for pharmacy;

Complies with Joint Commission, CAP, CARF, and any other accreditation/regulatory requirements in connection with pharmacy;

Develops institutional policies and standard operating procedures relevant to outpatient pharmacy;

Provides teaching to pharmacy trainees including residents, pharmacy students, and pharmacy technician students; and

Works with researchers on protocol requirement and investigational record keeping and assists in protocol development and implementation, as needed.

Qualifications

Basic Requirements:

U.S. Citizenship- Must be a Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy).

Education- Must be a graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. NOTE: You MUST submit transcripts (unofficial or official) with your application that shows the required degree was conferred. Education will not be credited without this documentation. Copies of your diploma or degree will not be creditable. Transcripts required). OR

Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language internet Based Test (TOEFL iBT)

Licensure- Must possess full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.

English Language Proficiency- Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

Preferred Experience: The following experience is preferred but not required. Please be sure your resume includes any of your experience that meets this preference. Management/Leadership experience and/or training.

GRADE DETERMINATIONS: Grade and salary determinations will be based on the individual's qualifications and will be recommended by a Professional Standards Board.

GS-13: Must possess at least one (1) full year of experience that equipped you with the knowledge, skills, and abilities to perform the duties of this position at the GS-13 grade level. This experience must have been equivalent to at least the GS-12 grade level in Federal service. This experience includes: responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution; responsible for supervising multiple pharmacists and technicians; manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals; develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities; and develops policies and procedures relative to their assigned area.

Physical Requirements: Applicant must be able to distinguish basic colors and shades; requires moderate walking, standing, bending, or carrying of light items, or driving an automobile, etc. The functional Requirements: heavy Lifting (35 lbs. and over); heavy Carrying (35 lbs. and over); straight Pulling (up to 1 hour); pushing (1 - 2 hours); reaching above shoulder; use of fingers; both hands required; walking (up to 3 hours); standing (up to 3 hours); repeated bending (up to 1 hour); ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13 to 16; hearing (aid permitted). Daily and extensive use of computer. Also works closely with others.
