This Supervisory Program Analyst (Emerging Technologies) position is located in Office of the Deputy Undersecretary for Health for Operations Management in the VHA Office of Veteran Access to Care (OVAC), Washington, DC. The OVAC is solely responsible for health care data analysis and reporting in the Veterans Health Administration (VHA) regarding Veteran Access. The office utilizes the many interdependent data systems and applications across VHA to generate insights into health care access performance and to provide VHA clinicians, managers, and leaders with timely, accurate information needed for improving access for Veterans. The duties include but are not limited to the following:
Overseeing and managing the activities of subordinate Program Analysts and Health Systems Specialists, and for developing and tracking numerous complex projects and operating plans that fall under their responsibility, and for keeping stakeholder offices and Senior VHA and VA leadership informed at all steps of progress for each of the plans.
Working independently as a senior member of a diverse, multi-professional team, recognized as an expert in the full scope of program management with extensive experience in program analysis and the design and programming of complex, multi-site programmatic issues.
Expecting to make independent decisions about the appropriate allocation of time and effort to individual and collaborative projects and to keep the Assistant Deputy Under Secretary for Health for Access to Care and Deputy Director informed at all times, should there be any issues or failures within the plans leading to a lack of execution according to established timelines.
Advising and assisting senior leaders/managers with managerial and program management aspects of the office, including planning, budgeting, and control mechanisms.
Developing and implementing operating plans for several emerging technologies including implementation of the VA online scheduling application, VistA Scheduling Graphic User Interface, and telemedicine initiatives in coordination with VA's Administrations and Staff offices.

The Selective Placement Factor for this position is: I have experience in implementing creative solutions to maximize performance in health care delivery using innovative technologies and health care data collection which will enhance patient care.
In addition to meeting the above requirement, you must also meet the following minimum requirements:
Specialized Experience: Candidates must have one year of specialized experience equivalent to the next lower grade (GS-14) level in Federal Service. Specialized experience is defined as experience that has provided you with the particular knowledge, skills and abilities to successfully perform the duties of a Supervisory Program Analyst (Emerging Technologies). Qualifying specialized experience includes, but are not limited to: Operating plans for emerging technologies identify specific goals, objectives, milestones and completion dates for all components of corporate management functions at the facility.
Developing performance standards; and evaluates work performance of subordinates; giving advice, counseling, and instructional to employees on both work and administrative matters.
Interviewing candidates for positions in the unit.
Recommending appointments, promotions, and reassignments to unit positions.
Preparing management's weekly and monthly reports as ongoing assessment and ensures compliance with the facility policies, plans, procedures and internal controls.
Expertise in health data management, resource management, personnel administration, customer relations management, and business reporting system design and planning.
Managing and overseeing data collection and reporting, analysis, special studies, special workgroups and taskforce membership.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
A full year of work is 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
