Mission Statement

The Defense Security Service (DSS) strengthens national security at home and abroad through our security oversight and education operations. DSS oversees the protection of U.S. and foreign classified information and technologies in the hands of cleared industry under the National Industrial Security Program by providing professional risk management services. As Functional Manager for the Department of Defense (DoD), DSS provides security education, training, certification, and professional development for the DoD and for other U.S. Government personnel, contractor employees, and representatives of foreign governments.

VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL

In accordance with DoD Instruction 1400.25, Volume 2005, veterans preference is not required to be applied when considering candidates with prior Federal competitive or excepted service who have completed a probationary or trial period and have not been separated for cause. Therefore, veterans preference will not be applied to applicants with current federal service, or former federal civilian service meeting the above criteria.

Responsibilities

Manage organizational security functions to establish applicability and priority levels of work efforts and initiatives.

Provide direction and control of facilities management plans and actions to ensure compatibility with organizational vision.

Execute short and long range financial management for all facilities operations initiatives.

Represent the organization in various forums and platforms to convey management?s position and strategize/coordinate work efforts.

Make decisions on work problems presented by subordinate supervisors and team leaders.

Promote equal treatment of all subordinates in all areas of work, ensuring that all internal policies and practices within the organization are consistent with EEO policies.

Develop new or revise existing operating procedures for assigned areas of responsibility.

Communicate with all levels of management to ensure collaborative understanding and support of strategic objectives through measurement and accountability.

Recommend corrective action and/or make authoritative decisions on issues affecting assigned areas of responsibility.

Provide advice and counsel to management regarding policies, actions, and programs impacting the organization and their responsibilities and/or functions when making strategic decisions.

Provide advice, counsel, or instruction to employees on both work and administrative matters.

Provide advice on new or revised policy changes relating to supported areas.

Collaborate on crisis management efforts/focus groups to share innovative ideas relating to incidence response techniques and/or approaches.

Planning, directing, and timely execution of headquarter staff functions, including development, assignment of goals and objectives for supervisors or managers of subordinate.

Identifying projected changes in the future operating, fiscal, regulatory, or policy environment (e.g., emerging threats, budget issues, Federal law, or DoD Directives) that have, or may have, an impact on functions.

Planning, implementing, and communicating broad, complex and often controversial programs or changes to existing programs that require coordination with agency management.

Developing multi-year work plans developed by supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.

Supporting developing, executing, and tracking strategic operational objectives and performance measures, and identifying new and innovative processes and procedures to improve operational effectiveness.
