The Salem District is seeking an Engineer Project Management for the District Pavement Management Section with demonstrated experience being responsible for overall project management to include planning, organizing, monitoring and directing work activities and resources necessary to complete assigned projects. Coordinate and communicate with VDOT and other engineering staff, local governments, other agencies, and FHWA. Manage projects to be consistent with established processes, schedules, budgets, design criteria, standards and specifications. Ensure projects are on-time and on-budget. Assess pavement needs and make repair recommendations. Determine the best treatment options to minimize pavement life cycle costs. Develop pavement re-surfacing contracts/schedules within allocated funding to achieve performance targets. Review paving projects after construction is complete, verify the project termini and enter the project information into VDOTs Pavement Management System (PMS). Perform and analyze field measurements on all district primary and interstate systems, and prepare district pavement schedule.
Knowledge of the principles and practices of transportation project management and project engineering. Knowledge of roadway design criteria, construction methods, standards, specifications and materials to include VDOT Road and Bridge Specifications and Standards. Knowledge of Geographic Information System (GIS). Engineering experience related to pavement design, pavement management, transportation design, construction and the project development process. Ability to plan, coordinate and manage multiple projects and contracts. Ability to communicate effectively orally and in writing to include presentation skills. Skill in the use of computers and software applications. Skill in contract management and change management. Experience using survey/field equipment, such as an engineers level, to determine grades, elevations, etc. Experience with construction inspection and/or maintenance best practices.
EIT or PE license preferred. Certified as Project Management Professional (PMP) preferred. Civil Engineering degree preferred; equivalent experience or training may substitute for degree. Experience in pavement design/management or roadway project design/management.
DMV records check by the Department is required. Criminal history records check and fingerprint check are required. A valid drivers license.
This position is designated as essential and as such, all duties associated with this position are required during emergency situations, which may include but are not limited to inclement weather, disaster response, and emergency operations. VDOT will determine when essential positions are required.
