The Office of Acquisition IT Services provides development, operational and management services for GSA Acquisition IT applications and advises FAS leadership and program areas on IT tools that support and enhance GSA’s Acquisition functions.

Responsibilities

MAJOR DUTIES:

Reviews customer issues, program goals and objectives, work processes, functional operations, etc. and independently develops complex technical IT system plans and recommendations to improve IT support to customers; Works with the system user community to design, develop enhancements and customizations, and troubleshoot problems; Serves as technical liaison with the contract staff and customer service, providing day-to-day operational support; Serves as an expert in the information technology (IT) field, performing development and enhancement of complex, sensitive, high-level IT work characterized by an exceptional degree of difficulty and responsibility. Provides expert IT technical solutions (include requirement analysis, software development , design & test ) on a wide range of IT issues regarding the software development, maintenance, enhancements, and operations for several mission critical systems and other business support applications to ensure the integration of IT services and to develop solutions to interoperability issues; Provides hands-on technical support to business users of the system to optimize use of the application to support business process, enhancement of the systems. Keeps abreast of new IT developments in hardware, software, emerging technologies, data management, security, and operating systems technology in an effort to provide advice on and devise IT solutions for a wide range of customer needs and demands; develop and interpret policies; to provide expert technical advice and guidance on critical IT issues; and to apply new developments to previously unsolvable problems, and; Translates unique customer IT requirements into innovative, integrated, workable solutions. Ensures technology applications in use and/or being proposed address both current and future business requirements and recommends how to apply, extend, enhance or optimize the existing IT systems, programs, services and equipment. Ability to define requirements at all levels (tech, data, business).

The GS-13salary range starts at $96,970.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-12 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant ensures that activities, services, or products reflect organizational goals and objectives.

Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience designing and developing software for large scale electronic commerce applications, using Java Enterprise Edition (JEE) technologies. This experience must include the following:

utilizing Object Oriented Design, Java, JSP, and SQL;

utilizing Software development life cycle methodologies;

designing and developing J2EE web development components;

applying database concepts and techniques;

documenting software design and code; and

performing unit and integration testing choices.
