The project manager is responsible for directing all activities necessary in the development of outsourced contracts for highly complex highway construction projects and the contract administration of all Oregon Transportation Commission (OTC) approved construction contracts regardless of delivery method. The project manager (PM) represents the engineer on the project and has the authority to enforce the provisions of the contract.
The PM functions as one of the organizational experts in the management of construction and consultant design contracts in the area of contract interpretation and claims management.

Duties & Responsibilities
Represent management in the development of outsourcing contracts for complex highway construction projects.
Participate in vendor selection process.
Represents the chief engineer and region/statewide interests in vendor negotiations.
Manage the design, pre-bid and pre-construction meetings.
Meet with the contractor/consultants regularly.
Communicate with other ODOT PMs.
Lead design and construction efforts to assure community input is obtained and followed through.
Ensure that vendor is responsive to regional public information staff and area managers.
Apply broad-based engineering experience and specialized knowledge in contract administration.
Work with vendor to ensure contract deliverables are on time and designed within agreed upon specifications.
Meet with the contractor to review the biological assessments, biological opinions, permits, and related plans and specifications, and develop resolution plans for identified gaps.
Ensure each project minimizes impacts to the traveling public, adjacent properties, and communities.
Monitor contractor DBE/EEO/OJT/Subcontractor compliance.
Keep accurate accounts of contractor's project progress, resources and materials.
Initiate, negotiate, prepare, review, and secure approval of proposed contract change orders, time extensions, extra work orders, and state force orders.
Review plans, specifications, geology reports, contract completion dates, and other appropriate project material.
Manage construction authorizations and construction engineering budgets on each project.
Provide continual staff performance management.

Qualifications, Required & Requested Skills
A valid professional engineer's (PE) license in civil, structural, or transportation-related engineering AND
Three (3) years of journey-level professional engineering experience.
If registered in another state, successful applicants will be required to obtain professional registration in the state of Oregon within six months of hire.
Valid means you have the ability to stamp. We will verify your license before we consider your application.
Must have and maintain a valid driver license and an acceptable driving record.

Experience working in a transportation-related organization.
