Responsibilities
Performs daily duties independent of direction with a high level of attention to detail and reacts as necessary to alleviate problems
Ensure disbursing systems process payments in accordance with the Prompt Payment Act by performing file transfers, reconciliation of interface errors and post pay activities.
Ensure FISCAM requirements are updated and reflect current systems in use nd all required testing is completed as scheduled.
Consistently communicates in a well-organized, timely, and professional manner vertically and horizontally.
Performs analysis and review of financial data reported to senior managers. Develops recommendations for managers on ways to improve operational efficiency and effectiveness.
Evaluates operational capabilities and provides comments and recommendations for proposed changes, coordinating with peers throughout the directorate to determine the best method for overcoming challenges.
For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

GS-11 Position
In addition to meeting the basic requirement , qualified applicants must possess one year of specialized experience equivalent to the next lower grade in the Federal service GS-09, which demonstrates the ability to perform the duties of the position.
Specialized Experience is defined as:
analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to maintain compliance.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
GS-12 Position
In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade in the Federal service GS-11, which demonstrates the ability to perform the duties of the position.
Specialized Experience is defined as:
performing financial systems analysis and assisting in the design, development, and support of financial systems; demonstrating substantive knowledge of financial management principles as they relate to automated systems processing and operations. Examples of qualifying specialized experience include: providing advice, assistance, and information related to automated financial systems and conducting a variety of special studies for determining trends, identifying system problems, and monitoring the effectiveness of internal system controls.
Education is not substitutable for specialized experience at this grade level.
Volunteer Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is being filled under Direct-Hire Authority for Financial Management Experts. DFAS has delegated authority by the Office of the Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled. Positions may be filled as permanent or term with a full-time or part-time work schedule. Pay will vary by geographic location. We reserve the right to close this announcement early or to extend, as appropriate, based upon the needs of the Agency. Qualified application packages may be referred to management at various points in the selection process depending on the number and timing of applications received. Selections may be made at any point during the announcement open period.

To ensure that consistent credit is given for these credentials in the selection process, DFAS has developed standard selection criteria to be used when filling positions in professional and administrative series. Selections for professional and administrative positions will be based on four categories of selection criteria: Experience, Other, Education, and Certifications .
This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
