Administrative Officer PD# 77086-A
The incumbent is responsible for overall coordination of planning in the Service. As Administrative Officer for the Service, the incumbent is responsible for controlled executive correspondence, the smooth and efficient operation of the office. The incumbent manages the long-range and short-range planning program, including all logistical needs of the Service staff. The incumbent develops and maintains effective office systems, processes, procedures, and communications, evaluates and modifies ineffective systems, and makes adjustments as needed to ensure efficient work patterns and smooth communication flow. The incumbent will be responsible for a wide variety of non-routine and unrelated projects concurrently, and will frequently be called upon to exercise judgment and flexibility in determining the approach, methods, and prioritization of project completion. The incumbent functions as an administrative focal point for coordination and assistance to field staff in addressing the needs of the Service. In this capacity, s/he facilitates information flow between the Service, VISNs, VHA Headquarters and the medical facilities in relation to management controls and efficiency. As Administrative Officer, incumbent facilitates administrative functions of the office of the manager. Incumbent recommends and implements changes to administrative policies and procedures which include flow and preparation of correspondence in the office. Incumbent manages a wide variety of correspondence from within and outside VHA and prepares responses, routes to the proper staff member, and/or consults with appropriate staff member prior to preparation of response. He/she records minutes and tracks action items for the office. Incumbent plans agendas and ensures that appropriate working papers and reports are complete and ready for presentation by the office. Prepares and distributes approved minutes of meetings. Incumbent also provides support to the various groups on which the manager serves as a participating member. Performs administrative work, which includes management of schedules. Applies fourth generation computer applications and selects the one most appropriate to the duties. Evaluates the need for such applications and selects the one most appropriate to the task. Plans and/or accomplishes special projects. Solves problems in performing a variety of duties related to special projects involving administrative or support issues.

Time-in-grade:
Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-11 position you must have served 52 weeks at the GS-09 level.
Specialized Experience (GS-11):
Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Work independently under pressure, meet deadlines, and adjust priorities to accomplish the goals within the Service and the Organization. Prepares responses and routes to proper staff or consult with proper staff member prior to preparation of response. Extensive knowledge and use of computer suite of programs. Apply fourth generation computer applications and use the most appropriate for their assigned duties. Ability to use VistA for procurement and budget activities.
OR
3 full academic years of progressively higher level graduate education or Ph.D or equivalent doctoral degree.
OR
A combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-11.
