ARMY TECHNICIAN VACANCY ANNOUNCEMENT
Duty Location: JFHQ-PR, United States Property Fiscal Office (USPFO), Fort Buchanan, PR
This position require military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e. Airman, civilian, active duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008, and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened. AREA OF CONSIDERATION:
Area 1 = Permanent technicians Enlisted currently employed in the Puerto Rico Army National Guard.
Area 2 = Enlisted members of the Puerto Rico Army National Guard and personnel that meet all requirements to become a Soldier in the Puerto Rico Army National Guard. (This position requires Army National Guard membership).
First round consideration will be given to Area 1 Candidates. (Area 2 Candidates will be screened only in the event that there are no qualified or recommended Area 1 Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.
Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. For further information you must contact the appropriate military Education Office.

As MATERIALS HANDLER (D0903000), WG-6907-6 you will oversee one or more product lines, a segment of a large warehouse, or serve as the senior employee in a smaller warehouse or supply facility. Performs a full range of warehousing activities to include receiving, storing, selecting and shipping bulk and bin materials and equipment. Coordinates incoming and outgoing shipments and placement of materials within docking area. Prepares inventory and production reports, screens and identifies shipping and receiving documents for discrepancies and directs shipments to shipping or storage areas.
Incumbent often stands on hand surfaces for extended periods of time. Work involves bending, stooping, and working in tiring and sometimes uncomfortable positions. May lift and carry items that weight up to 70 lbs. The heavier items are move with material handling equipment, or with assistance from other workers.
Work inside or outside in areas that may be hot, cold, drafty, or poorly lighted. Incumbent is regularly exposed to the possibility of cuts, scrapes, bruises, abrasions, falls, and injury from falling stock or mechanized conveyor systems. May be exposed to dust, dirt, grease, and solvents, and to high noise levels in working areas, the incumbent may be subject to exposure from radiation, toxins, explosive hazards, or chemical fumes. Work may require wearing protective clothing such as hard hats, steel-toed shoes, rubber gloves, and rubber aprons.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
Selectee will be required to wear the military uniform.
Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
Males born after 31 December 1959 must be registered for Selective Service.
Federal employment suitability as determined by a background investigation. Must be able to obtain and maintain the appropriate security clearance of the position.
May be required to successfully complete a probationary period.
Participation in direct deposit is mandatory.
Successfully complete a medical screening before placement action and a periodic medical evaluation thereafter.
Evidence of identity must be provided to comply with the Immigration Reform and Control Act of 1986 (PL 99-603).
Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
Proper protective equipment must be used to comply with safety standards.
Possess or be able to acquire a Puerto Rico driver's license/ Heavy Mobile driver's license.
Must be able to pass an operators test for forklift equipment up to 10,000 lbs.
Loss of military membership will result in immediate loss of your full-time military technician position.
In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a para/line number in one of the following ECMF 91 or EMOS 25B, 36B, 51C, 88M/N, 89A/B or 92A/F/G/Y.
Individual selected for this position who is not qualified in one of the mentioned BR/CMF/MOS, MUST submit to HRO, before date of appointment, the correct military documentation to attend the technical training school required to be MOS Qualified.
If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

GENERAL EXPERIENCE: Experience, education or training which demonstrates the applicant's ability to compare item identification against receiving reports and issue request forms; skill in using handtrucks, dollies, and other equipment to move stock; ability to use hammers, pliers, and other handtools; and to follow oral and written instructions.
SPECIALIZED EXPERIENCE: Applicant must possess more than EIGHTEEN (18) months of specialized experience performing or supervising duties such as performing classification inspections; coordinating incoming and outgoing shipments and placement materials; operating large warehouse perimeter vehicles; preparing inventory and production reports; operating numerous hand and stationary power tools; identifying, classifying, accepting, and disposing of a wide variety of materials; preparing items for processing and utilizing appropriate Standard Army Management Information System (STAMIS).
This position is advertised against a valid man-year of an employee currently on an Active Duty tour. If the employee does not exercise restoration rights, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision.
An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. Study successfully completed in a college university, technical or vocational school may be substituted at the rate of one academic year of study (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Courses must be directly related to the work of the position. Copy of student transcripts or training certificates must be included in order to receive credit for education.
