Responsibilities

At the full performance level, incumbent:

Has oversight of Reclamation's Emergency Management Programs within Lower Colorado Region; assists/supports emergency action plans, training, and other related emergency preparedness planning.

Develops cost estimates, provides recommendations to contract office, and manages project activities for emergency preparedness related projects assigned by the Regional Security Officer and/or Regional Executive(s).

Serves as a Developer, Trainer, and Shift Manager for the Regional Emergency Operations Center (EOC), developing standing procedures, physical configuration, training requirements, and exercises for the EOC.

Identifies material requirements, develops, and coordinates acquisition actions to fulfill material needs - serving as Contracting Officer Representative as needed for significant equipment, material, and service contracts.

Applies security program principles, knowledge, and expertise in support of the physical security program.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions as outlined in 5 CFR 300.603(b).

Note: Time in Grade must be met before an application is reviewed for qualifications. There is no education substitution for Time in Grade requirements.

Qualifications

GS-05: 3 years of general experience, 1 year of which is equivalent to at least GS-4 in the Federal service OR 4-year course of study leading to a bachelor's degree.

GENERAL EXPERIENCE AT THE GS-5: Defined as 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) communicate effectively orally and in writing.

Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provides evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position may be creditable for some positions.

GS-07: You must have 1 year of specialized experience equivalent to at least the GS-05 grade level in the Federal service OR 1 full year of graduate level education OR meet the criteria for superior academic achievement (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership base on the OPM qualifications standards). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-policies/#url=desc

SPECIALIZED EXPERIENCE AT THE GS-07: Defined as experience in operating functions in support of emergency management or physical security.

GS-09: You must have 1 year of specialized experience equivalent to at least the GS-07 grade level in the Federal service OR master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.

SPECIALIZED EXPERIENCE AT THE GS-09: Defined as experience with emergency or security action plans; emergency management training, exercises, security program principles, or incident response support.

GS-11: You must have 1 year of specialized experience equivalent to at least the GS-09 grade level in the Federal service OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

SPECIALIZED EXPERIENCE AT THE GS-11: Defined as experience with emergency and security action plans, emergency management training, exercises, security program principles and incident response support.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

The qualification requirements for this position allow substituting education for experience. You must submit a copy of your college transcript (unofficial copy is acceptable) to support your education if you are substituting education for experience. Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. You will be evaluated for this job based on how well you meet the qualifications above.

KSA #2: Ability to communicate orally and in writing; communication skills in negotiations, agreements, and marketing of emergency management programs.

KSA #3: Knowledge of research findings on human behavior in disasters and emergency situations, in workplaces and environments ranging from residential, office/commercial, and industrial settings as well as broad, complex settings and environments.

KSA #4: Knowledge of security program principles and Crime Prevention Through Environmental Design (CPTED) principles.
