WHO MAY BE CONSIDERED:

This announcement is being advertised under delegated examining procedures and is open to all U.S. citizens.

This is a Career-Seasonal position and subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment, but does not provide employment on a full year-round basis. As such, selectee will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Selectee are guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment. The typical season for Redwood National and State Parks is April through November, but can be variable during these months due to project requirements or weather conditions.

Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.

Responsibilities

The primary purpose of this position is to serve as an Engineering Equipment Operator performing the following duties:

Operates gasoline or diesel powered engineering and construction equipment with wheeled or crawler type traction, such as road graders, tractors with bulldozer or angle dozer blades, front-end loaders, backhoes, wheel loader, trench diggers, and large industrial tractors with pan or scraper attachments.

Operates equipment to push, pull, pile, excavate, backfill, grade, or level earth and/or refuse. Uses equipment to perform such functions as cutting, moving, digging, grading, and rolling earth, sand, stone, and other materials, and to maintain ditches, road shoulders and beds

Motor Grader is used to grade and ditch, plow or clear debris, generally flat road and ditch surfaces where grading to stake is not required.

Operates end loader in the process of moving dirt and materials, plowing snow and filling trucks. Uses backhoe to dig and backfill ditches. Uses boom for placing of pipe, hydrants, and other large objects in utility and road maintenance operations throughout the park

Uses dozer to rough in new construction sites, plow snow, rip ice, move stumps, rocks and brush, and stock pile gravel, chips, etc.

Uses the grader, loader, dozer and dump truck to remove snow from roads and parking lots during winter months.

Loads, secures and hauls equipment to and from project sites using truck and trailer.

Operates up to 14 cubic yard straight dump trucks or truck tractor with belly or side dump trailers for the purpose of moving dirt, blacktop and coarse materials for roadway and shoulder, hauling riprap, barriers, and logs. Hauls above listed and other equipment on tractor/trailer combination vehicles or straight trucks with equipment trailers.

Commercial Driver's License: You must possess and maintain a Class A Commercial Driver's License or higher with hazardous materials and tanker endorsements with no air brake restrictions.

Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

Work Schedule: You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.

Probationary Period: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

Travel: You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority

Qualifications

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:

Ability to Do the Work of an Engineering Equipment Operator without More than Normal Supervision (SCREEN OUT)

Skill in the operation of engineering equipment and heavy motor vehicles.

Ability to follow work practices including keeping things neat, clean, and in order.

Ability to interpret instructions, specifications, and work orders (related to mobile equipment operation)

Ability to safely operate heavy equipment and motor vehicles.If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. Physical Demands: Heavy physical effort is required in constantly reaching, bending-, turning, and-moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Frequently lifts and carries items weighing up to 50 pounds. Working Conditions: Works both inside and outside with the majority of work being performed outside. The operator is frequently exposed to irritation or discomfort from noise, vibration, dust, dirt, and fumes from the motor and exhaust. Work is performed in all types of weather, and the operators are exposed to injury due to the possibility of the equipment overturning.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
