Summary
The RCS Chief Planning and Policy Officer provides support to the RCS Chief Readjustment Counseling Officer (SES) in all areas related to strategic planning, administrative policy development and oversight, mandatory reporting, and the oversight of external advisory committees.
You will be responsible for the immediate supervision and performance evaluation of two Management/ Program Analysts (GS-13).

Responsibilities
As the Chief Planning and Policy Officer, you will perform duties guiding the RCS strategic and administrative management. You are primarily responsible for planning the effective and efficient delivery of readjustment counseling through the national network of Vet Centers and other RCS assets using strategic thinking and planning principles specific to health care management. You will serve as a senior advisor reporting directly to the Chief Readjustment Counseling Officer (SES), coordinating and leading RCS leadership and senior RCS District leaders in strategic planning and implementation. You also serve as the RCS Liaison to the VHA Office of Policy and Planning.
You will provide full program management and oversight for all matters relating to RCS strategic and District planning, including but not limited to: support development of national guidance through environmental and operational awareness, developing national strategy in alignment to national guidance; coordinating planning efforts within and among the RCS Districts; conducting specialized assessments, feasibility studies, and make versus purchasing analyses; leveraging cost-effective partnerships with community resources; analyzing National and District trends and assessing risks; and executive staff assistance on strategic and administrative matters as requested by the Chief Readjustment Counseling Officer. You will serve as the primary resource and expert for RCS strategic planning activities; VA/VHA national strategic planning guidance; and VHA planning and administrative policy. The planning efforts directly support the RCS Executive Leadership Council/Team with broad responsibilities that include but are not limited to: data analysis, assessment, planning, organization and program/project development, program/project management, strategic direction, alignment, systems redesign integration, and evaluation of RCS operations.

Qualifications
Well Qualified Applicants must demonstrate,Mastery and advanced knowledge and professional experience in the principles and techniques of strategic planning and analysis, and a sophisticated understanding of VA, VHA missions, organizations, programs, and requirements of health care delivery systems.
Specific knowledge of the unique characteristics of RCS to inform the development and management of an integrated network's strategic planning program.
Broad knowledge of other public and private health care and mental health delivery systems (e.g. Department of Defense, Indian Health System, Federally Qualified Health Centers, Academic Affiliations, Community Health Systems).
Mastery of assessment and analytical tools to support planning and implementation; identifying and interpreting trends and significant factors; and knowledge of social, economic, and other conditions affecting performance of health care delivery systems, including the population, demographics (Veterans and community), economics, and budget.
Skill in planning, collecting, analyzing, organizing, developing, coordinating, integrating, and interpreting a wide variety of data and reporting results in a concise, usable manner.
Knowledge of current theories, trends, and relevant data to identify, analyze, and resolve critical planning issues throughout RCS.
Knowledge and understanding of the relationship between strategic, capital, financial, and workforce planning, clinical program development, resource management, consumer affairs, and internal/external review programs to advise the RCS executive leadership on management/planning issues.
Demonstrated skill in project management, effective written and oral communications, and the ability to use a broad spectrum of computer-based programs for communication, report generation, and presentations.

Grade Requirement: For CTAP, applicants must hold or have held in the past the grade for which applying GS-14. The grade may have been in any occupation, but must have been held in the Federal service. SF-50 showing your grade eligibility must be submitted with your application materials. More than one SF-50 may be required.
You will be rated on the following Competencies for this position:

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is mainly sedentary. There may be some walking, standing, bending, carrying/traveling with items such as books and portable laptop.
